ORGANIZATIONAL CONTEXT

The Engineer will report directly to the Supply Chain Officer (Capacity Strengthening) and will receive technical guidance and support from the WFP Headquarters Engineering Unit, as required.

JOB PURPOSE

The WFP Philippines Country Office (PHCO) is undertaking a range of infrastructure and engineering initiatives to strengthen operational capacity and support programme delivery. These initiatives include, but are not limited to: Refurbishment and improvement of WFP office facilities; Establishment of National Humanitarian Response Depots across multiple locations; Technical design and development of Central School Kitchens and School Kitchens; Oversight of the establishment and deployment of Kitchen-in-a-Box (KITB) facilities; and Other infrastructure and construction-related projects as required. To support these initiatives, the Engineer will provide technical expertise across the project lifecycle, including engineering design and review, project planning and management, construction supervision, contract administration, and quality assurance. The incumbent will ensure that engineering interventions are implemented in accordance with WFP standards, applicable regulations, project requirements, and industry best practices. Given the nature of the assignments, the position requires regular presence at project sites to monitor progress, oversee construction activities, provide technical guidance, and support the effective implementation of engineering works.

JOB CONTEXT

WFP executes infrastructure and construction projects in accordance with international engineering and construction standards while taking into consideration local conditions, regulatory requirements, and operational constraints. The Engineer will be responsible for ensuring that all assigned projects are delivered in compliance with approved designs, technical specifications, contractual obligations, budgetary requirements, and agreed timelines. The incumbent will serve as WFP's focal point at site level for engineering and construction activities, overseeing contractors, consultants, and other service providers to ensure the quality, safety, and timely completion of works. The Engineer will also coordinate closely with government counterparts, implementing partners, consultants, contractors, and relevant WFP units to facilitate effective project delivery and address technical issues as they arise.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES
  • Conduct detailed site assessments and prepare comprehensive back-to-office reports, including findings, recommendations, and required follow-up actions.
  • Develop project plans, implementation schedules, and work methodologies to support effective project delivery.
  • Oversee and monitor the implementation on site of the project in accordance with WFP specifications, relevant international standards and the project contract.
  • Provide technical guidance and direction to contractors and design consultants.
  • Perform day-to-day supervision of the contractor’s activities, ensuring adherence to design requirements, construction specifications, safety, quality, and environment and social management plans.
  • Review and validate the contractor’s detailed designs, shop drawings, method statements, material approvals, and as-built documentation, ensuring technical correctness and compliance with project specifications and structures code standards.
  • Check and approve test results for materials (e.g., concrete strength, soil compaction, pipeline pressure tests) as per the quality control procedures described in the project documents.
  • Monitor the installation, testing, and commissioning of mechanical and electrical systems, ensuring compliance with approved designs, technical specifications, operational requirements, safety standards, and applicable regulations.
  • Maintain detailed site daily records, work progress reports, testing logs, and minutes of site meetings.
  • Participate in weekly progress meetings and coordinate with the contractor, community representatives, WFP Engineering, and other stakeholders.
  • Attend meetings and prepare and review reports, minutes and correspondence; Liaise with stakeholders, both internal and external to the organization; Undertake administrative tasks as required, and provide project management services for the projects where and when requested; Support the commissioning and final handover process, including verification of tests on completion, training of local user groups, and preparation of taking-over documentation.
  • Undertake any other duties as assigned by the supervisor.
Health & Safety

Ensure that the contractors abide by the internationally recognized standards of health and safety for work, adjacent properties, all site personnel and the public. Notification to PHCO of any serious breaches to health and safety rules on the project. Reporting of all health & safety incidents and accidents in weekly progress reports.

Desired Experiences for Entry into the Role

Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned. Has attained advanced academic qualifications relevant to engineering. Has contributed to projects demonstrating knowledge of engineering specializations in relation to fire safety, seismic blast or environmental requirements.

Qualifications & Experience Required

Education: Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Architecture, Construction Management, or a related engineering discipline. Professional Engineer (PE), Chartered Engineer (CEng), Registered Civil Engineer, or equivalent professional accreditation from a recognized national or international regulatory body is highly desirable. A first university degree (Bachelor’s degree) in a relevant field, combined with additional years of qualifying professional experience and/or specialized training, may be accepted in lieu of an advanced university degree.

Experience: A minimum of three (3) years of progressively responsible professional experience in civil engineering, infrastructure development, construction management, or related fields with an advanced university degree; or five (5) years with a first university degree. Demonstrated experience in the planning, design, implementation, supervision, and quality assurance of civil works and infrastructure projects. Experience in contract management, construction supervision, site inspections, and coordination with contractors, consultants, and government counterparts is desirable. Previous experience working with the United Nations, international organizations, NGOs/INGOs, or humanitarian and development projects is highly desirable. Experience in emergency response, resilient infrastructure, logistics facilities, and community-based construction projects is an advantage.

Knowledge and Skills: Strong project management, coordination, and stakeholder engagement skills. Sound knowledge of engineering design principles, construction methodologies, technical specifications, and quality assurance processes. Ability to review engineering drawings, technical reports, bills of quantities (BOQs), and project documentation. Proficiency in AutoCAD 2D and Microsoft Office applications (Word, Excel, PowerPoint, and Outlook). Knowledge of GIS, AutoCAD Civil 3D, or other engineering software is an asset. Excellent analytical, problem-solving, and organizational skills, with the ability to manage multiple activities under tight deadlines. Strong communication and report-writing skills, including the ability to present technical information to both technical and non-technical audiences.

Language: Excellent written and oral/Communications skills in English.
