JOB SUMMARY
The Business Process Review Consultant (Project-based) is responsible for reviewing, documenting, and recommending improvements to the end-to-end HR processes within the PHINMA Education network. The consultant will work with process owners and key stakeholders to understand current practices, identify process and system gaps, design improved future-state processes, and establish clear process documentation and ownership. The role will also assess existing HR technologies that enable the agreed processes, ensuring that system requirements are anchored on business and operational needs.
KEY RESPONSIBILITIES
HR Process Review and Documentation
- Review identified end-to-end HR processes through interviews, workshops, document reviews, and system walkthroughs.
- Document current-state processes, including activities, decision points, ownership, handoffs, business rules, controls, and system touchpoints.
- Identify process variations across teams and schools that may require standardization.
Process Gap Analysis and Improvement
- Assess HR processes for inefficiencies, redundancies, manual workarounds, control gaps, and unclear ownership.
- Validate findings and root causes with process owners and key stakeholders.
- Recommend and prioritize process improvements based on impact, feasibility, and risk.
Future-State Process Design
- Design standardized, efficient, and scalable future-state HR processes based on identified business needs and gaps.
- Facilitate stakeholder validation and finalization of proposed processes.
Process Governance and Documentation
- Develop and finalize process maps, SOPs, ownership matrices, business rules, controls, and other required process documentation.
- Establish standard documentation templates and guidelines for maintaining HR processes.
- Recommend process governance, review, version control, and documentation ownership practices.
Stakeholder Engagement and Knowledge Transfer
- Facilitate process discovery, validation, and improvement discussions with relevant stakeholders.
- Present key findings, recommendations, and future-state processes to Team People and other key stakeholders.
- Turn over final documentation and provide knowledge transfer to designated process owners.
QUALIFICATIONS
Educational Background and Work Experience
- Bachelor's degree in Human Resources, Business Administration, Industrial Engineering, Information Systems, or a related field.
- At least five (5) years of relevant experience in business process management, HR transformation, HR operations, HRIS, or management consulting.
- Working knowledge of core HR processes and HRIS or other enterprise systems.
- Experience working with multi-site or complex organizations is an advantage.
License / Certifications
- Certifications or formal training in Business Process Management , Lean Six Sigma, Project Management, Business Analysis, HRIS/HR Technology, or related disciplines are an advantage.
