Proven experience (min. 5+ years) in a managerial role within a manpower, staffing, or recruitment industry. Experience in or understanding of a cooperative model is a significant plus.
Must have a strong background in both recruitment lifecycle management and daily business operations.
Full professional fluency in Filipino, English and Mandarin/Cantonese is non-negotiable.
Proficiency in Mandarin and Cantonese is a highly valued asset.
Demonstrated leadership skills with a proven ability to inspire and manage a team.
In-depth knowledge of labor laws, statutory compliance, and cooperative or agency regulations.
Exceptional communication, negotiation, and interpersonal skills.
Bachelor's degree in Human Resources, Business Administration, or a related field is preferred.

Key Responsibilities
Dual-Function Leadership: Manage and optimize the full-cycle recruitment process while simultaneously overseeing daily cooperative operations, including client service, compliance, and member (employee) relations.
Team Development: Lead, train, and mentor a team of recruitment and coordination staff, fostering a culture of excellence, accountability, and collaborative spirit aligned with our cooperative principles.
Client & Member Relations: Act as a key representative for the cooperative, building strong, trusted relationships with clients and our member-workers. Understand their unique needs and ensure unparalleled service delivery.
Operational Excellence: Implement and refine processes for efficiency in administration, database management, and vendor relations, ensuring all practices adhere to cooperative policies and government regulations.
Business Growth: Utilize your industry expertise and language skills to identify new business opportunities, forge partnerships, and promote the benefits of the cooperative model to potential clients within English and Chinese-speaking business communities.
Multilingual Communication: Leverage fluency in Filipino, English and Mandarin (and ideally Cantonese) to communicate effectively, resolve issues, and build rapport with a diverse range of stakeholders.
Performance Analysis: Track, analyze, and report on key performance indicators (KPIs) for recruitment, placements, client satisfaction, and operational efficiency.
