R.A.AGUILAR CONSTRUCTION SERVICES CORPORATION is seeking a supervisory or managerial accountant to oversee cash management, budgeting, project accounting, and payroll. You will manage bills, disbursements, and cash flow, while ensuring compliance and strong internal controls.
You will lead accounting staff, coordinate with project managers on cost variances, monitor subcontractor payments, and produce periodic financial reports to support management decisions.
This is a supervisory or managerial accounting role responsible for overseeing cash management, financial monitoring, budgeting, project accounting, accounts and payroll oversight, compliance, and daily accounting operations. The role involves reviewing and verifying billing requests, disbursement vouchers, and petty cash vouchers; maintaining cash position reports; conducting financial monitoring and post-audits; analyzing budgets and variances; tracking project-based costs; supervising accounts payable and receivable processes; ensuring regulatory compliance; and providing leadership to accounting staff.
Key Responsibilities:
1. Cash Management & Disbursement Control
Review and verify all Billing Requests (BRs), Disbursement Vouchers (DVs), and Petty Cash Vouchers (PCVs) prior to cash disbursement.
Ensure all supporting documents are complete, accurate, and properly approved.
Prepare and maintain the daily cash position report.
Monitor, record, and reconcile all cash inflows and outflows to ensure accurate cash balances.
2. Financial Monitoring & Reporting
Conduct regular monitoring of cash movements to maintain accurate and updated records.
Perform post-audit of cleared/closed BRs and ensure all liquidations are complete and properly documented.
Assist in the preparation of periodic financial reports and management reports.
3. Budgeting & Cost Analysis
Review and compare actual expenses against approved budgets.
Identify and analyze variances, including causes of cost increases.
Provide insights and recommendations to control costs and improve financial efficiency.
4. Project Accounting (Construction-Specific)
Monitor and track project-based costs, ensuring proper allocation per project/site.
Coordinate with project managers regarding budget vs. actual construction costs.
Oversee progress billing, collections, and subcontractor payments.
Ensure proper tracking of retention receivables and payables.
5. Accounts & Payroll Oversight
Supervise accounts payable and receivable processes, particularly for suppliers and subcontractors.
Review and approve payroll for project-based employees and contractors.
6. Compliance & Internal Controls
Ensure compliance with government regulations (e.g., BIR, DOLE, and local government requirements).
Maintain and strengthen internal controls related to cash handling, disbursement, and procurement.
Ensure proper documentation and audit readiness at all times.
7. Leadership & Operations Management
Oversee daily accounting operations and ensure tasks are completed accurately and on time.
Provide guidance, supervision, and performance management to accounting staff.
Coordinate with other departments to support operational and financial objectives.
8. Financial Planning & Support
Assist in financial forecasting and budgeting for ongoing and future projects.
Support management in strategic decision-making through financial analysis and reporting.
Bachelor's Degree in Accountancy, Finance, or related field
CPA is a requirement.
At least 3–5 years of experience in a supervisory or managerial accounting role
Experience in the construction industry is highly preferred
Strong knowledge of accounting principles, budgeting, and financial analysis
Proficient in accounting systems and Microsoft Excel
Strong leadership, analytical, and communication skills
