Huawei Technologies is seeking a bilingual Senior Project Procurement Engineer to assess, select and develop strategic suppliers for telecommunications projects. You will support the project management team to meet delivery targets and implement procurement strategies across the project lifecycle.

The role requires 8+ years in procurement for engineering services in telecom, hands-on end-to-end procurement, and strong English. Proficiency with MS Office and AI tools is expected.

On behalf of ICT company Huawei Technologies, we are looking for a bilingual Senior Project Procurement Engineer to focus on assessing, selecting, and developing strategic suppliers to meet the demands of telecommunications projects.

This role supports to our project management team in order to complete the delivery target throughout the project’s lifecycle, help to resolve difficulties and carries out procurement strategy.

• Manage local supplier/subcontractor sourcing and qualification: identify requirements and targets, assign categories, source top suppliers, and monitor qualification progress.
• Lead supplier/subcontractor bidding projects: understand purchase requirements, interpret SOW (scope of work), handle RFQ clarifications, and manage the bidding process.
• Oversee cost management: conduct commercial negotiations, execute bidding, draft and sign contracts, and maintain accurate records.
• Supplier/subcontractor management and development: maintain routine communication for strategy alignment and business development, monitor PO payment procedures, and ensure compliance.

We require:

• 8+ years of experience in procurement management for engineering services related to telecommunications projects, such as wireless networks, civil works, outside plant (OSP), FTTx, and other related areas. Familiarity with telecommunications equipment vendors, installation service providers, local telecom operators, and other industry stakeholders.
• Hands-on experience with end-to-end procurement processes, including sourcing, supplier qualification and selection, negotiation, contract execution, process compliance, taxation, basic financial management, and related activities.
• Deep understanding of the telecommunications services market, with strong knowledge of major engineering service providers specializing in network planning and optimization, equipment installation and commissioning, network integration, site civil works, operations and maintenance (O&M), and other related services.
• Degree in Business Administration, International Business, Administration, Industrial/Telecom Engineering, or a related field.
• Advanced English skills is mandatory.
• Proper use of MS Office, Outlook and AI tools to improve work efficiency.
