Parsons in Oman seeks a Senior Project Controls Engineer to lead budgeting, forecasting, cost control, and EV management across complex projects. You will coordinate with Project Directors, Finance, and Procurement to ensure accurate P&L insights and timely risk mitigation.

The role involves establishing baselines, tracking performance, and ensuring governance compliance throughout the project lifecycle; strong collaboration with cross-functional teams is essential.

Qualifications

• Bachelor's degree in engineering, construction management, quantity surveying, finance, accounting, or a related discipline; equivalent relevant experience may be considered.
• Minimum of 10 years of relevant experience in project controls, cost engineering, or commercial management supporting construction, infrastructure, engineering, or consultancy programs.

Responsabilités

• Develop and maintain project budgets, cost breakdown structures, and WBS; align budgets with scope, schedule, procurement, and contractual deliverables.
• Prepare monthly forecasts including ETC, EAC, revenue, gross profit, margin, cash flow, and headcount assumptions; explain variances.
• Track commitments, actual costs, accruals, and forecast costs; identify unfavorable trends and recommend corrective actions.
• Apply Earned Value Management to evaluate cost and schedule performance and forecast reliability.
• Support revenue recognition and accruals; prepare and validate monthly reporting.
• Interpret key contractual terms affecting revenue, margin, billing, and risk allocation; escalate commercial exposure.
• Identify, quantify, document, and track client and internal changes; reflect in forecasts and governance.
• Facilitate risk identification and assessment; maintain risk registers and contingency tracking.
• Interpret payment terms and support accurate invoicing and collections; improve cash conversion.
• Interpret project schedules and assess cost impact of schedule movement; align cost and schedule forecasts.
• Prepare dashboards and management reports covering cost, schedule, revenue, margin, and risks.
• Collaborate with Project Directors, Project Managers, and Finance to validate data and agree actions.
• Closeout revenue, gross profit, final costs, and commitments; ensure proper documentation.
