We are seeking a highly analytical andexperienced Senior Cost & Project Control Engineer to manage cost planning,financial forecasting, and project control activities for our constructionoperations in Oman. This role plays a critical function in aligning financialperformance with project execution, maintaining cost discipline, and ensuringcompliance with contract terms and reporting obligations. The ideal candidate should have over 8 years of experience in cost controlwithin the construction industry—preferably on industrial or factory-typeprojects and demonstrate mastery in Microsoft Excel, cost modeling, and EarnedValue Management (EVM). The candidate must be capable of independentlydeveloping and managing detailed budgets, cost reports, payment applications,and claims documentation.
Key Responsibilities
- Developdetailed project budgets in Excel, breaking down costs by labor, materials,equipment, and subcontractors.
- Create andmanage cost-loaded project schedules aligned with baseline planning.
- Preparecomparison tables for subcontractor/vendor quotations to ensure competitiveprocurement decisions.
- Collaboratewith the planning and procurement teams to ensure cost alignment withconstruction sequences and procurement timelines.
- Track actualvs. budgeted costs and analyze variances with actionable insights.
- ImplementEarned Value Management (EVM) using Excel to generate CPI, SPI, EAC, and ETCmetrics.
- Prepare anddeliver weekly and monthly financial reports including:
- - Cash flowprojections.
- - Budget riskforecasts and sensitivity analysis.
- Create dynamicdashboards and visual reports to support executive decision-making.
- Evaluatecommercial aspects of subcontractor and vendor offers.
- Maintain costbenchmark databases for recurring material, labor, and equipment rates.
- Conductcost-based scope alignment to prevent over-budget procurements.
- Coordinatewith procurement and contracts to validate market competitiveness.
Claims & ContractManagement
- Identify,prepare, and submit claims for variations and disruptions with completedocumentation.
- Manage interimpayment applications, ensuring timely certification and recovery.
- Issuecost/time impact notices in accordance with contract conditions and deadlines.
- Analyze costdeviations tied to direct and indirect costs, scope changes, and siteconditions.
Financial Risk &Compliance
- Maintainaudit-ready documentation, including timesheets, invoices, material receipts,and procurement logs.
- Ensureadherence to contract terms regarding financial obligations, milestonepayments, and retention.
- Supportcompliance audits and cost verifications conducted by clients or externalparties.
- Monitorexposure to financial risks and recommend mitigation strategies.
Reporting to Management
- Reportregularly to the Cost Control Manager and Project Controls Lead.
- Presentfinancial dashboards, cost trends, and budget status during management reviews.
- Supportstrategic cost forecasting and financial health analysis of ongoing projects.
Requirements
Required Qualifications & Skills
- Bachelor’sdegree in Civil Engineering, Construction Management, or a related field.
- 8+ years ofrelevant experience in construction cost control and project financialmanagement.
- AdvancedMicrosoft Excel expertise, including:
- - Pivottables, dynamic dashboards, and cost-tracking models.
- - Automationusing formulas and macros (VBA knowledge is a plus).
- Solid commandof Earned Value Management (EVM) principles (CPI, SPI, variance analysis).
- Provencapability in claims preparation, cost negotiation, and variationsubstantiation.
- Stronganalytical skills and ability to interpret cost trends and performanceindicators.
- Excellentverbal and written communication skills; fluent in English.
- Abilitytowork independently and handle multiple priorities under pressure.
Preferred Qualifications
- Professionalcertifications such as RICS, AACE CCE, or PMI-SP is an advantage.
- Experience infactory, warehouse, or industrial project environments.
- Familiaritywith ERP systems or cost control software is an advantage.
- KnowledgeofPower BI, Tableau, or other BI tools for cost visualization is a plus.
