Job summary

Client of Skc Management Consulting in Oman seeks an experienced instrumentation engineer with SCADA/DCS expertise for oil and gas projects. You will review design documents, supervise RTU/PLC/HMI installations, and configure SCADA software and networks to align with the construction programme.

The ideal candidate has hands-on PLC/SCADA experience, HAZOP/SIL familiarity, FAT/SAT, and competence in loop diagrams and instrumentation layouts.

Qualifications

• Experience with DCS/ESD/PLC/SCADA systems.
• Hands-on experience coding PLC logics and SCADA screens.
• Knowledge of instrument sizing and FF technology.

Responsibilities

• Review and validate SCADA design documents against contract specs.
• Supervise installation of RTUs, PLCs, HMI panels, and instrumentation.
• Configure and commission SCADA software, networks, and historian systems.
• Coordinate with civil, mechanical, and electrical teams to sequence works.
• Manage subcontractors and vendors supplying SCADA hardware and integration services.
• Conduct FAT and SAT for control panels and integrated systems.
• Prepare loop testing, functional testing, and pre-commissioning checklists.
• Interface with Supervising Engineer on inspection and approval of SCADA works.
• Maintain as-built drawings, control narratives, and O&M documentation.
• Support RFI resolution on SCADA and instrumentation queries.
• Train client operations staff on system use ahead of handover.
• Share project execution experience.

Job description

Key Responsibilities

• Review and validate SCADA design documents, control philosophy, and I/O lists against contract specifications and client requirements.
• Supervise installation of RTUs, PLCs, HMI panels, and instrumentation across all project sites.
• Configure and commission SCADA software, communication networks, radio, fibre, GSM/GPRS, and historian systems.
• Coordinate with civil, mechanical, and electrical teams to sequence SCADA works against the overall construction programme.
• Manage subcontractors and vendors supplying SCADA hardware and integration services.
• Conduct FAT and SAT for control panels and integrated systems.
• Prepare and execute loop testing, functional testing, and pre‑commissioning checklists.
• Interface with the Supervising Engineer on inspection and approval of SCADA works.
• Maintain as‑built drawings, control narratives, and O&MP documentation for handover.
• Support RFI resolution on SCADA and instrumentation queries.
• Train client operations staff on system use ahead of taking over.
• Work share project execution experience.

Qualifications

• Knowledge of national and international electrical codes and standards.
• Rich experience in specifications, selection, design, and engineering of DCS/ESD/PLC/SCADA systems, including FF technology.
• Hands‑on experience developing and modifying PLC logics and SCADA screens as per requirements.
• Good knowledge of HAZOP/SIL study, including SIL calculation.
• Hands‑on experience conducting FAT for various systems such as DCS/ESD/SCADA/PLC.
• Sizing of various instrument items such as flow elements, control valves, safety relief valves, and wake frequency of thermowells.
• FF segment calculation and design.
• Hands‑on experience handling instrumentation of critical packages such as compressors, blowers, fire heaters, turbines, etc.
• Detailed engineering to develop instrumentation layouts and MTD, and instrumentation documents such as logic diagrams, control narratives, instrumented protection function narratives, wiring connection details, and loop diagrams.
• Proficiency in manpower planning, scheduling, and cost control.
• Ability to interact with other design groups in the office.
• Excellent oral and written communication skills in English.
• Compliance with budget, schedule, and quality within allocated resources.
• Extensive work experience in instrumentation engineering and design for oil and gas industries, petroleum and refinery units, and chemical/petrochemical/fertilizer plants.
• Experience handling projects such as developing FEED packages, executing detailed engineering services on an EPCM basis, and providing PMC services.
• Experience as a team leader.
