Job summary

The Instrumentation Lead at OQ will oversee the safe and reliable operation of instrumentation, control, and automation across OTTCO’s facilities. You will lead field instrument maintenance, supervise DCS/SCADA/PLC systems, and ensure compliance with IEC/ISA standards while driving cost efficiency and cyber-security alignment.

You will manage a team of engineers and technicians, coordinate with cross-functional teams, and implement predictive maintenance practices to improve system availability

Qualifications

  • Education: Bachelor’s Degree in Instrumentation/Control Engineering or Electronics Engineering.
  • Experience: Minimum 10 years of progressive instrumentation and control maintenance in oil & gas facilities.
  • Certifications (preferred): ISA/IEC certifications, OEM DCS/PLC training, TÜV functional safety.
  • Strong knowledge of field instrumentation, analyzers, safeguarding systems; SAP PM proficiency.

Responsibilities

  • Lead maintenance of field instruments, transmitters, sensors, analyzers, and fire & gas systems.
  • Supervise maintenance of DCS, PLC, ESD, SCADA, and related control systems.
  • Ensure calibration, testing, and certification per IEC, ISA, and OEM standards.
  • Lead troubleshooting and root cause analysis of critical instrumentation issues.
  • Support OT/ICS cyber-security compliance with ICT teams.
  • Manage spare parts and optimize inventory levels for critical spares.
  • Monitor maintenance budgets and ensure cost effectiveness per policy.
  • Oversee vendor/contractor performance and drive service improvements.
  • Implement predictive maintenance using smart diagnostics and monitoring tools.

The Instrumentation Lead will be responsible for ensuring safe and reliable operation of all instrumentation, control, and automation systems across OTTCO’s facilities. The role requires strong expertise in field instrumentation, analysers, control systems, safeguarding systems, and a leadership focus on ensuring compliance, reliability, and operational excellence.

KEY RESPONSIBILITIES:
Operational & Technical
  • Lead maintenance of field instruments (transmitters, control valves, sensors), analyzers, and fire & gas detection systems.
  • Supervise maintenance of DCS, PLC, ESD, SCADA, and associated control systems.
  • Ensure compliance with IEC, ISA, and OEM standards for calibration, testing, and certification.
  • Lead troubleshooting and root cause analysis of critical instrumentation/control issues.
  • Support cyber-security compliance for OT/ICS systems in coordination with ICT teams.
  • Ensure effective spare parts management including critical spares availability and optimization of inventory levels.
  • Support preparation, monitoring, and control of maintenance budgets ensuring cost effectiveness and alignment with company financial policies.
  • Manage vendor and contractor performance including technical evaluations, contract compliance, and service quality improvements.
  • Implement predictive maintenance using smart diagnostics and monitoring tools.
Leadership & Team Management
  • - Supervise instrumentation engineers, supervisors, and technicians, ensuring technical competency and safety awareness.
  • - Plan manpower allocation and manage contractors effectively to meet maintenance schedules.
  • - Coordinate with Operations, HSSE, Projects, and IT/OT teams to ensure reliability of automation systems.
Compliance & Documentation
  • - Maintain updated calibration records, SAP notifications, and compliance reports.
  • - Ensure certification compliance for fire & gas, metering, and custody transfer systems.
  • - Support internal and external audits and timely closure of related NCRs.
  • - Implement cost-effective calibration and maintenance practices.
  • - Promote digital transformation, smart instrumentation, and advanced process control systems.
  • - Lead initiatives for improving system availability, reliability, and cybersecurity compliance.
  • Familiarization with QHSE Policies, Objectives, procedures and its record maintenance
  • Awareness on Significant environmental aspects, Health and safety hazards, related actual and potential aspects and risks associated with their risk.
  • Awareness on Emergency preparedness and response measures.
  • Awareness on implications of not conforming to the integrated managements system requirements, including not fulfilling the organization’s compliance obligations
Key interactions

Internal: Department Managers, Operations Shift Staff, SCM, TSD, Maintenance, HSE, Fire

External: OQ, SIPC, Surveying Companies, ROP and Civil Defence , gas companies, other contractors and suppliers as required.

QUALIFICATIONS, EXPERIENCE, & SKILLS:
Qualifications & Experience
  • Education: Bachelor’s Degree in Instrumentation/Control Engineering or Electronics Engineering.
  • Experience: Minimum 10 years of progressive experience in instrumentation and control maintenance within oil & gas, terminals, refineries, or petrochemical facilities.
  • Certifications (preferred): ISA/IEC certifications, OEM training on DCS/PLC systems, TÜV functional safety certification.
  • Strong knowledge of field instrumentation, control systems, analysers, and safeguarding systems.
    - Proficiency in SAP PM and instrumentation maintenance workflows.
    - Excellent troubleshooting, analytical, and root cause analysis skills.
    - Leadership, training, and multicultural workforce management skills.
    - Strong communication and documentation skills
