Oranga Tamariki—Ministry for Children in Wellington/Auckland is seeking a Senior Business Analyst to join the Frontline Technology Systems Upgrade Programme. The role focuses on designing frontline processes and gathering requirements to replace legacy systems with modern platforms, improving outcomes for tamariki and whānau.

You will mentor other analysts, contribute to practice improvements, and work within an agile environment using Jira and Confluence.

Qualifications

Proven experience in large-scale technology upgrades or process redesigns within complex organisations.
Strong analytical skills with the ability to synthesise information from multiple sources and clarify ambiguities.
Advanced skills in process modelling and stakeholder engagement techniques such as workshops and interviews.
Experienced in Agile methodologies, with hands-on experience using Jira and Confluence to manage and trace requirements throughout the delivery lifecycle.

Responsibilities

Design business processes and requirements to support frontline staff in delivering essential services.
Engage stakeholders through workshops, interviews, and documentation reviews to identify needs and define solutions.
Maintain traceability of requirements throughout the project lifecycle, ensuring alignment with organisational goals and regulatory obligations.
Model detailed business processes (Level3–4) while ensuring consistency with higher-level frameworks (Level0–2).
Support solution delivery phases, including build, testing, deployment, and post‑deployment activities to ensure successful adoption of new systems and processes.
