Job summary

Digital Garage is seeking a Programme Manager to lead the ICT programme for a national infrastructure asset in Wellington, from planning through to entry into service. This 24-month fixed-term role involves end-to-end technology lifecycle ownership, covering connectivity, systems integration, cybersecurity, assurance, and operational readiness.

You will coordinate multiple workstreams, manage risks, align with procurement and manufacturing, and report to senior governance.

Qualifications

• 10+ years leading large technology or infrastructure-enabled programmes.
• Strong governance and integrated planning experience.
• Experience with RAID, financial control, procurement, vendor management, and executive reporting.
• Experience taking programmes through design, build, integration, testing, commissioning, and handover.
• Understanding ICT infrastructure, systems integration, cybersecurity, OT, and business operations.
• Experience with independent assurance reviews, gateway processes, and external auditors.
• Ability to build structure where requirements or funding boundaries were unclear.

Responsibilities

• Lead the planning, governance, and delivery of the ICT programme to scope, budget, timeframes, and readiness.
• Own the integrated ICT plan, aligning delivery with procurement, manufacture, installation, trials, commissioning, and entry-into-service milestones.
• Coordinate workstreams: core ICT infrastructure, connectivity, systems integration, cybersecurity and assurance, service transition, and support model readiness.
• Manage risks, issues, assumptions, decisions, and dependencies, and escalate material impacts through governance.
• Define scope, requirements, ownership, funding boundaries, and acceptance criteria; enforce formal change control.
• Own ICT capex and opex forecasting, cost control, contingency, and benefits traceability.
• Manage commercial arrangements with OEMs, systems integrators, and specialist suppliers.
• Report to the Executive Leadership Team, Steering Committees, Boards, and external governance bodies.
