Job summary

The Public Entity of Bonaire is seeking a Digital Transformation Program Manager to lead the program team and coordinate multiple digitization initiatives. You will monitor schedule, budget, quality, and capacity while aligning with IT and department staff to achieve results.

You will report monthly to the Digital Transformation Steering Committee and keep departments informed quarterly about progress and impact on their processes.

Qualifications

• Higher education level (HBO or WO).
• At least 4 years in a similar program or project role.
• Knowledge of program/project management and governance.
• Experience coordinating complex, multidisciplinary programs.
• Ability to manage planning, progress, quality, capacity and budget.
• Strong communication, advisory and negotiation skills.
• Government experience is valued; knowledge of decision processes helpful.
• Digitization/IT initiative experience; PM certification preferred.

Responsibilities

• Lead the Digital Transformation Program Team and coordinate sub-projects.
• Monitor schedule, progress, quality, capacity and budget across initiatives.
• Ensure cross‑department coordination and timely risk/bottleneck handling.
• Provide monthly progress reports to the Steering Committee.
• Inform departments quarterly about progress and impact.
• Digitize Bonaire by integrating ongoing initiatives into a single program.
