Job summary

Bonairegov's Public Entity of Bonaire is seeking a driven Business Analyst for a 1 FTE position in ICT. You will translate department needs into actionable requirements for digital transformation and work closely with the Enterprise Architect to align IT with business objectives.

You will operate at the executive level, bridging business processes, information needs, and technical solutions, from initiation to delivery, ensuring digitization truly serves the departments.

Qualifications

What will you be doing?

As a Business Analyst, you will identify the vision, mission, needs, and goals of the various departments within the Public Entity of Bonaire. You will analyze the organization’s needs and translate them into concrete and actionable requirements for digital transformation.

You will work closely with the Enterprise Architect to ensure that the organization’s needs align with the desired digital infrastructure and target architecture. In doing so, you operate at the executive level and serve as the link between the organization, its processes, and the technical implementation.

You are involved from the start of the program and ensure that digitization solutions truly meet the needs of the departments.

You consult with the departments and translate their needs into requirements for the digital transformation, ensuring that decisions regarding systems and processes are well-founded.

What are the requirements?

For this position, we are looking for a professional with strong analytical skills who can listen carefully to an organization’s needs and translate them into concrete and actionable requirements. You can switch seamlessly between strategy, operations, and IT, and you feel comfortable in discussions at the management and executive levels. In addition, you are able to reconcile different interests without losing sight of the ultimate goal.

In addition, you meet the following requirements:

• You have completed a higher professional education (HBO) degree in a relevant field (such as business administration, public administration, or information science);
• You have at least 3 years of relevant work experience as a Business Analyst or in a similar role;
• You have experience analyzing organizational processes, needs, and information-related issues;
• You can translate vision, mission, and organizational objectives into concrete requirements;
• You understand the connection between business processes, information provision, and IT;
• You can operate effectively at the administrative and strategic levels;
• You possess excellent analytical and communication skills;
• You are organizationally savvy and know how to reconcile different interests and needs;
• Experience within a government organization is valued, as is an understanding of administrative processes and public service delivery;
• Experience drafting policy or administrative recommendations is a plus;
• Certification in business or information analysis (such as CBAP or BiSL) is a plus.

To be eligible to work for the Public Entity of Bonaire, you must, in addition to the requirements mentioned above, also meet the criteria described below.

• You speak and write Dutch well;
• You speak Papiamentu or are willing to learn it within a year;
• You are proficient in working with digital systems.
