Job description

The Public Entity of Bonaire is looking for a driven, motivated, and innovative new colleague to work 24 to 36 hours per week. Are you the future-ready colleague we’re looking for?

Location: ICT

24-36

What will you be doing?

As the Digital Transformation Program Manager, you will lead the Digital Transformation Program Team. You will ensure that the various digitization initiatives are carried out in a coordinated manner, while monitoring the schedule, progress, quality, capacity, and budget.

You will coordinate the various sub-projects, maintain an overview of dependencies, and identify bottlenecks and risks in a timely manner. You will ensure effective coordination among the relevant departments, project staff, and other internal and external parties. Where necessary, you will make adjustments to achieve the agreed-upon results.

In addition, you will ensure clear progress reports. You will report monthly to the Digital Transformation Steering Committee and inform the departments quarterly about the progress and impact of the digital transformation on their divisions and processes.

You’ll help digitize Bonaire from the ground up. You’ll build on what already exists: you’ll integrate ongoing initiatives and existing systems into a single, cohesive program. You won’t do this alone, but together with colleagues from IT, the departments, and other roles on the Program Team.

What are the requirements?

For this position, we are looking for an experienced program manager who can maintain an overview in a complex environment and effectively coordinate various projects, interests, and stakeholders. You are able to contribute strategic insights while simultaneously ensuring that plans are actually implemented and results are achieved. You communicate easily with people at various levels within the organization and know when to make adjustments.

In addition, you meet the following requirements:

  • You have a higher vocational education (HBO) or university (WO) level of work and thinking;
  • You have at least 4 years of experience in a similar role;
  • You have knowledge of and experience with program and project management;
  • You have experience coordinating complex and multidisciplinary programs and projects;
  • You can manage planning, progress, quality, capacity, and budget;
  • You have insight into administrative relationships and decision-making processes;
  • You possess strong communication, advisory, and negotiation skills;
  • You are analytical, quality-oriented, solution-oriented, and a strong team player;
  • Experience within a government organization is highly valued, as is an understanding of administrative decision-making processes, such as those involving the Management Team and the Executive Board;
  • Experience with digitization or IT initiatives is preferred;
  • Certification in program or project management (such as MSP, PRINCE2, or IPMA) is preferred.

To be eligible to work for the Public Entity of Bonaire, you must, in addition to the aforementioned requirements, also meet the criteria described below.

  • You speak and write Dutch well;
  • You speak Papiamentu or are willing to learn it within a year;
  • You are proficient in working with digital systems.

At the Public Entity of Bonaire, we value our employees. You’ll notice this in the workplace, but also in the employment conditions we offer. You can count on:

  • A salary commensurate with the position, taking into account your relevant knowledge and experience;

  • 168 hours of leave per year based on a 36-hour workweek, plus 5 additional pre-determined days off;
  • A workweek of at least 24 and no more than 36 hours, with the number of hours determined in consultation;
  • A project-based appointment for a minimum of 1 year.

The schedule for your workweek is flexible and will be determined in consultation with your manager. In addition, we offer a number of other attractive benefits that we’d be happy to tell you more about during your application process!
