Job summary

TikTok is seeking a Procurement Manager to lead Europe e-commerce logistics procurement, covering end-to-end fulfillment from first-mile to last-mile, warehousing, and carrier negotiations. You will drive supplier selection, benchmarking, and commercial terms to optimize cost and service levels.

The role requires strategic thinking, strong negotiation and data analysis skills, and the ability to partner with Product, Operations, Legal, and Finance to implement contracts and pricing updates

Qualifications

• Bachelor’s degree in logistics, supply chain, or related field.
• 5+ years in logistics procurement, fulfillment ops, or related roles.
• Understanding of e‑commerce fulfillment lifecycle and costs.
• Strong negotiation, cost-awareness, and project execution skills.
• Experience reviewing agency vendor agreements and partnerships.
• High proficiency in Chinese for contract interpretation and stakeholder communication.
• Ability to work in a fast-paced, cross-functional team with data-driven mindset.
• Proficiency with Excel and BI tools to translate data into optimization plans.

Responsibilities

• Lead procurement activities for TikTok's Europe e-commerce local fulfillment logistics, including first-mile, line-haul, warehousing, and last-mile delivery, covering supplier selection, benchmarking, and commercial negotiation.
• Continuously optimize fulfillment cost and service quality by selecting high-performing logistics partners and improving pricing mechanisms, strengthening the platform's overall logistics competitiveness.
• Develop annual and quarterly procurement strategies and resource plans based on e-commerce models and regional growth trends.
• Maintain strong relationships with key logistics service providers and drive capacity planning during peak seasons and promotions.
• Collaborate with Product, Operations, Legal, and Finance to drive contract execution, rate updates, supplier onboarding, and fulfillment process optimization.
• Build and maintain a supplier resource pool; monitor performance and conduct evaluations for onboarding/offboarding decisions, ensuring compliance and risk control.
• Conduct market analysis, benchmarking, and pricing trend assessments to support procurement planning.
