We are looking for an EU Purchasing Specialist dedicated to Flash Charging operations, responsible for supporting the procurement of local resources, materials, services, and suppliers required for the deployment of Flash Charging projects across Europe.

The role will act as the operational link between the Central Purchasing Office, Deployment Managers, and local suppliers, ensuring that local procurement needs are identified, sourced, negotiated, and delivered according to project requirements and timelines.

A key component of the position will be the sourcing and outsourcing of civil and electrical construction works, identifying and managing qualified local contractors capable of supporting the deployment of charging infrastructure across different European markets.

Key Responsibilities

Ensure that Flash Charging deployment teams have the right contractors, local resources, materials, and services available at the right time and under competitive commercial conditions, while maintaining strong coordination between Deployment Managers and the Central Purchasing Office.

The role will be particularly responsible for developing a scalable European network of civil and electrical contractors, enabling Flash Charging to execute deployments efficiently across multiple countries while continuously improving cost, quality, lead time, and supplier performance.

  • Local sourcing across Europe: Identify and source local suppliers, contractors, materials, equipment, and services required for Flash Charging deployments across different EU countries.
  • Civil & electrical works outsourcing: Source, qualify, negotiate, and coordinate local contractors for outsourced civil works, electrical works, construction activities, and installation services related to EV charging infrastructure.
  • Contractor network development: Build and maintain a reliable network of qualified electrical installers, civil contractors, construction companies, and other specialized partners across European markets.
  • Deployment support: Work closely with Deployment Managers to understand upcoming project requirements, local purchasing needs, priorities, technical specifications, and required delivery dates.
  • Central Purchasing coordination: Coordinate with the Central Purchasing Office to ensure local procurement activities are aligned with group purchasing strategies, processes, negotiated frameworks, and commercial objectives.
  • Supplier identification and qualification: Research, identify, qualify, and onboard new local suppliers, subcontractors, and service providers in markets where Flash Charging projects are being deployed.
  • RFQ and tender management: Prepare and manage RFQs, collect and compare quotations, clarify technical and commercial offers, and support supplier and contractor selection.
  • Commercial negotiation: Negotiate pricing, payment terms, lead times, delivery conditions, warranties, service levels, and commercial conditions with suppliers and subcontractors.
  • Purchase order management: Support the creation, issuance, and follow-up of purchase orders, ensuring consistency between agreed commercial conditions and project requirements.
  • Order and subcontractor follow-up: Monitor supplier and contractor commitments to ensure materials, resources, and services are available according to project schedules.
  • Local resource procurement: Support the sourcing of resources required for deployment activities, including electrical installation, civil works, trenching, cabling, foundations, transportation, lifting equipment, temporary equipment, and other project-specific services.
  • Cost optimization: Benchmark suppliers and contractors across markets and identify opportunities to reduce procurement and construction costs while maintaining the required quality, safety, and delivery performance.
  • Procurement planning: Anticipate purchasing and subcontracting requirements together with Deployment Managers to minimize urgent purchases and avoid procurement-related project delays.
  • Issue resolution: Proactively manage supplier delays, shortages, contractor availability, commercial disputes, and other procurement risks that could impact deployments.
  • Procurement reporting: Maintain visibility on open RFQs, purchase orders, subcontracted works, expected deliveries, supplier performance, and potential procurement risks.
Key Interfaces

The EU Purchasing Specialist will work closely with:

  • Central Purchasing Office – purchasing strategy, commercial frameworks, supplier management, and procurement processes.
  • Deployment Managers – project requirements, construction needs, priorities, specifications, and timelines.
  • Civil & Electrical Contractors – quotations, negotiation, subcontracting, availability, and execution planning.
  • Local Suppliers – sourcing, commercial negotiation, orders, and operational coordination.
  • Logistics & Warehouse Operations – material availability and deliveries.
  • Finance & Administration – supplier onboarding, purchase orders, invoices, and payment processes.
Requirements
  • Previous experience in purchasing, procurement, sourcing, supply chain, or project procurement, preferably within infrastructure, energy, EV charging, construction, or electrical projects.
  • Proven experience in outsourcing and subcontracting civil and electrical construction works, including sourcing, qualification, RFQ management, commercial comparison, negotiation, and contractor selection.
  • Good understanding of civil construction and electrical installation activities, enabling effective evaluation and comparison of contractor quotations and scopes of work.
  • Experience managing local contractors, subcontractors, electrical installers, and construction companies.
  • Experience working with suppliers and contractors across multiple European countries is strongly preferred.
  • Strong ability to identify, qualify, and develop new suppliers and local partners.
  • Strong commercial and negotiation skills.
  • Ability to analyze quotations, identify scope gaps, and compare different technical and commercial proposals.
  • Strong organizational skills and ability to manage multiple purchasing requests and projects simultaneously.
  • Ability to work effectively in a fast-moving, project-driven environment.
  • Strong problem-solving capabilities and ability to manage urgent operational requirements.
  • Fluent English required; additional European languages are a strong advantage.
