Bell Ward is seeking an experienced Civil Engineer to lead and oversee the technical aspects of water infrastructure projects in Malaysia. You will provide technical guidance across planning, design review, implementation, asset management, and stakeholder coordination to ensure regulatory compliance and project success.

The role requires 7–10 years in civil engineering, PE registration (BEM/PEPC) preferred, and experience with water treatment facilities, pipelines, and pumping stations.

Qualifications

  • Bachelor’s Degree in Civil Engineering from a recognised university.
  • Registered Professional Engineer (PE) with the Board of Engineers Malaysia (BEM) and/or Professional Engineer with Practising Certificate (PEPC) will be an added advantage.
  • Membership with the Institution of Engineers Malaysia (IEM) is preferred.

Responsibilities

  • Lead technical and engineering support for water infrastructure projects.
  • Review engineering designs, technical proposals, drawings, specifications, and project docs.
  • Oversee project development through planning, design, procurement, construction, commissioning and handover.
  • Ensure all activities comply with engineering standards and regulatory requirements.
  • Collaborate with consultants, contractors, regulators, and other stakeholders on technical matters.
  • Conduct technical assessments, feasibility studies, and risk evaluations for potential projects.
  • Track progress, expenditure, quality and performance for timely delivery.
  • Provide input for business development and tender activities.
  • Advise management on operational and infrastructure-related matters.
  • Identify opportunities to improve processes and introduce innovations.

Key Responsibilities
  • Lead the provision of technical and engineering support for water infrastructure projects.
  • Assess and review engineering designs, technical proposals, drawings, specifications, and related project documentation.
  • Oversee and coordinate project development activities throughout the full project lifecycle, from initial planning and design through procurement, construction, commissioning, and final handover.
  • Ensure all engineering activities and project deliverables adhere to relevant engineering standards, regulatory requirements, and industry best practices.
  • Work closely with consultants, contractors, government agencies, regulators, and other relevant stakeholders on technical matters.
  • Carry out technical assessments, feasibility studies, due diligence exercises, and risk evaluations for potential projects.
  • Track project progress, expenditure, quality, and performance to support timely and successful project delivery.
  • Provide technical expertise and input for business development and tender-related activities, including the evaluation of opportunities.
  • Provide Management with technical advice on operational and infrastructure-related matters.
  • Identify and recommend opportunities to improve processes, introduce innovation, and enhance operational efficiency.
Academic & Professional Qualifications
  • Bachelor’s Degree in Civil Engineering from a recognised university.
  • Registered Professional Engineer (PE) with the Board of Engineers Malaysia (BEM) and/or Professional Engineer with Practising Certificate (PEPC) will be an added advantage.
  • Membership with the Institution of Engineers Malaysia (IEM) is preferred.
Experience
  • Minimum 7–10 years of relevant experience in civil engineering, project management, or technical management.
  • Strong and proven experience within the water industry is essential.
  • Hands‑on experience in the planning, design, construction, operation, or maintenance of water treatment plants, water treatment facilities, reservoirs, pipelines, pumping stations, or other related water infrastructure.
  • Experience working with water operators, utilities, engineering consultants, contractors, or government agencies involved in water services will be an added advantage.
  • Knowledge of regulatory requirements and industry standards administered by SPAN, state water authorities, or other relevant agencies, particularly those applicable in Sabah or Sarawak, will be an added advantage.
  • Experience overseeing consultants, contractors and multidisciplinary project teams.
