Job summary

Jora Malaysia invites a seasoned Project Manager for water infrastructure projects, overseeing delivery from planning to handover. You will manage multidisciplinary teams, liaise with clients and authorities, and ensure safety, quality and schedule compliance.

The role requires a minimum of 10 years' experience in water-related civil projects, BEM-registered or PE status, and strong leadership with excellent stakeholder management and budgeting skills.

Qualifications

  • Ensure compliance with drawings, specs, method statements and testing.
  • Drive value engineering and cost optimisation.

JOB SPECIFICATION AND REQUIREMENTS1. ACADEMIC QUALIFICATION
  • Degree in Civil Engineering, Structural Engineering, Environmental Engineering, Water Resources Engineering, or other relevant engineering disciplines.
  • Candidates with relevant qualifications and substantial experience in water and infrastructure projects will also be considered.
2. PROFESSIONAL CERTIFICATION / OTHER RELEVANT CERTIFICATION (PREFERRED)
  • Registered with the Board of Engineers Malaysia (BEM).
  • Professional Engineer (Ir.) status will be an added advantage.
  • PMP, PRINCE2 or other relevant project management certification is preferred.
3. WORKING EXPERIENCE
  • Minimum 10 years of relevant working experience, with strong exposure to water infrastructure, water treatment, wastewater/sewage treatment or major civil infrastructure projects.
  • Proven experience managing projects from planning and design through construction, commissioning and handover.
  • Experience in large-scale projects involving water treatment plants, water reclamation/wastewater treatment plants, pumping stations, water pipelines, reservoirs, water supply infrastructure, dams or related utilities is highly preferred.
  • Strong experience managing multidisciplinary project teams, consultants, contractors and subcontractors.
  • Experience managing project budgets, schedules, contracts, variation orders, claims and project risks.
4. KEY / TECHNICAL COMPETENCIES
  • Strong understanding of water infrastructure project development, construction and project delivery.
  • Knowledge of water and wastewater treatment systems, civil works, mechanical and electrical interfaces, pipelines, pumping systems and associated infrastructure will be an advantage.
  • Strong knowledge of construction methodologies, project planning, scheduling, cost control and resource management.
  • Familiarity with relevant local authority requirements, statutory regulations, environmental requirements, safety standards, ISO standards and project specifications.
  • Proficiency in relevant project management and planning software such as Microsoft Project, Primavera P6, AutoCAD or equivalent.
  • Excellent organisational, leadership and stakeholder management skills.
  • Strong communication and interpersonal skills with the ability to engage clients, consultants, contractors, authorities and internal stakeholders.
  • Strong problem-solving and decision-making capabilities, particularly in resolving site, technical, contractual and project delivery issues.
  • Ability to work effectively under pressure and manage multiple project priorities.
  • Strong ability to influence stakeholders by presenting practical and value-driven solutions.
  • High level of accountability and ownership for project outcomes.
  • Strong delegation and team leadership capabilities.
  • Commercially aware with the ability to identify opportunities for value engineering, cost optimisation and improved project delivery.
ROLES AND RESPONSIBILITIES

The Project Manager will be responsible for the overall planning, management and delivery of assigned water infrastructure projects, ensuring that projects are delivered safely, on schedule, within budget and in accordance with quality, contractual and regulatory requirements.

  • Develop overall project strategies, execution plans and implementation programmes for water infrastructure projects.
  • Lead the end-to-end delivery of projects from planning, design coordination and procurement through construction, testing, commissioning and final handover.
  • Establish, implement and maintain project policies, procedures and controls in accordance with contractual obligations and company requirements.
  • Develop and implement project execution strategies, construction methodologies and resource plans.
  • Coordinate multidisciplinary works involving civil, structural, mechanical, electrical, process, instrumentation and control systems where applicable.
  • Monitor project progress and proactively identify potential delays, technical issues, resource constraints and project risks.
  • Develop and implement value engineering and cost optimisation initiatives without compromising quality, safety or project performance.
  • Prepare, monitor and control project budgets, ensuring expenditure remains within approved targets.
  • Oversee project quality, cost, schedule, safety, statutory, environmental, ISO and contractual requirements.
  • Ensure construction activities comply with approved drawings, specifications, method statements, inspection and testing requirements and relevant regulations.
  • Coordinate with clients, consultants, engineers, contractors, subcontractors, suppliers and relevant authorities on project implementation matters.
  • Manage contractual matters including scope of works, procurement, subcontract awards, variation orders, extension of time claims, progress claims, payments and dispute resolution.
  • Lead the resolution of technical, construction and contractual issues arising throughout the project lifecycle.
  • Manage risks and implement appropriate mitigation measures to minimise project delays, cost overruns and contractual disputes.
  • Monitor the performance of Construction Managers, Project Engineers, site teams, consultants and contractors.
  • Provide strategic leadership and direction to project teams to ensure effective project execution.
  • Conduct regular project review meetings and ensure timely follow-up on key actions and deliverables.
  • Ensure proper project documentation, reporting, progress monitoring and management updates are maintained.
  • Support stakeholder engagement with government agencies, local authorities, utility providers and other relevant parties.
  • Ensure proper testing, commissioning and handover of completed water infrastructure systems and facilities.
  • Evaluate team performance and provide coaching, guidance and professional support to build project delivery capability.
  • Drive a culture of accountability, safety, quality and continuous improvement across project teams.
  • Perform any other duties or responsibilities assigned by the management.
