Job summary

Universiti Malaya-Wales (UM-Wales) is seeking a dynamic and experienced Manager, Human Capital Division to lead and manage the University’s human capital functions and support its strategic objectives.

The role requires a strong background in HR leadership, policy development, workforce planning and stakeholder management to drive organisational transformation and people development in a private university setting in Kuala Lumpur.

Qualifications

• Bachelor’s Degree in Human Resource Management, Business Administration, Management, Industrial Relations or a related discipline.
• Minimum 8–10 years of progressive experience in Human Resources.
• At least 3–5 years of experience in a managerial or leadership position.
• Strong knowledge of Malaysian employment legislation and HR best practices.
• Experience in recruitment, compensation and benefits, performance management, industrial relations, employee engagement and talent development.
• Experience in developing HR policies, procedures and governance frameworks.
• Experience supporting senior management and organisational transformation initiatives.

Responsibilities

• Lead and manage the University’s Human Capital Division.
• Develop and implement HR strategies aligned with the University’s strategic objectives.
• Oversee recruitment, talent acquisition, onboarding and workforce planning.
• Manage compensation and benefits, performance management and employee development.
• Ensure compliance with employment legislation, University policies and statutory requirements.
• Advise Management on HR policies, organisational development and workforce planning.
• Manage employee relations, disciplinary matters and staff welfare.
• Prepare HR reports, budgets and management papers.
• Support senior management in organisational transformation and human capital initiatives.
