Responsibilities

  • Conduct daily site safety inspections, patrols and audits to identify hazards.
  • Coordinate Hazard Identification, Risk Assessment and Risk Control activities (HIRARC/HIRADC).
  • Review and enforce Permit-to-Work (PTW) procedures for high-risk activities.

About the Role

Southmax Sdn Bhd is seeking an experienced Site Safety Supervisor (SSS) to oversee health, safety and environmental (HSE) matters across our project sites in Johor

The successful candidate will be responsible for implementing and monitoring site safety programmes, identifying and controlling workplace hazards, conducting safety inspections, coordinating safety training and ensuring compliance with applicable Malaysian occupational safety and health legislation, project requirements and relevant statutory authorities, including DOSH/JKKP.

This is a hands-on site-based role requiring a strong safety mindset, good communication skills and the ability to work closely with project managers, engineers, supervisors, contractors, subcontractors and workers.

Key Responsibilities
1. Site Safety Inspection & Monitoring
  • Conduct regular daily site safety inspections, patrols and audits to identify unsafe conditions, unsafe acts and potential hazards.

  • Monitor site activities to ensure compliance with approved safety procedures, method statements and risk control measures.

  • Ensure workers, contractors and subcontractors comply with site safety requirements.

  • Monitor the proper use of Personal Protective Equipment (PPE) and other safety equipment.

  • Identify unsafe practices and recommend or implement appropriate corrective actions.

  • Maintain proper records of safety inspections, observations and corrective actions.

2. Risk Assessment & Hazard Management
  • Conduct and coordinate Hazard Identification, Risk Assessment and Risk Control (HIRARC/HIRADC) activities.

  • Assist in preparing and reviewing Job Safety Analysis (JSA), Safe Work Procedures (SWP) and relevant risk assessments.

  • Identify hazards associated with construction, M&E, ELV, system, network and other site activities.

  • Recommend practical control measures based on the hierarchy of controls.

  • Monitor the effectiveness of implemented risk control measures and ensure follow-up actions are completed.

  • Review risk assessments when there are changes to work activities, site conditions, equipment or processes.

3. Legal & Regulatory Compliance
  • Ensure project sites comply with applicable Occupational Safety and Health requirements, DOSH/JKKP regulations and other relevant Malaysian legislation and statutory requirements.

  • Monitor compliance with client safety requirements, project specifications and applicable industry standards.

  • Maintain and update relevant safety documentation, permits, inspection records and statutory records.

  • Assist management in preparing for inspections or audits by regulatory authorities, clients or other relevant parties.

  • Keep up to date with changes to applicable safety legislation, regulations and requirements.

4. Permit-to-Work & High-Risk Activities
  • Review, monitor and control Permit-to-Work (PTW) requirements for applicable high-risk activities.

  • Ensure appropriate safety controls are in place before work commences.

  • Monitor activities such as hot work, electrical work, lifting operations, confined space work and other high-risk activities where applicable.

  • Ensure workers and subcontractors understand and comply with approved safe work procedures.

  • Stop or elevate unsafe work where immediate safety intervention is required.

5. Incident & Emergency Management
  • Respond to and assist in the management of accidents, incidents, near misses and dangerous occurrences.

  • Conduct or coordinate incident investigations to identify root causes and contributing factors.

  • Prepare incident, investigation and corrective action reports.

  • Recommend preventive and corrective measures to avoid recurrence.

  • Monitor the implementation and closure of corrective and preventive actions.

  • Participate in emergency preparedness activities, drills and response planning.

6. Safety Training & Awareness
  • Conduct site safety induction programmes for new workers, contractors and visitors.

  • Conduct regular toolbox talks, safety briefings and awareness programmes.

  • Provide safety guidance and training on specific site hazards, work activities and safe operating procedures.

  • Promote a strong safety culture among employees, contractors and subcontractors.

  • Maintain appropriate records of safety training, attendance and competency where required.

7. Safety Committee & Site Coordination
  • Coordinate and participate in Site Safety and Health Committee meetings where applicable.

  • Act as secretary or provide administrative support for safety committee activities, including meeting minutes and follow-up actions.

  • Work closely with Project Managers, Project Engineers and Project Supervisors to address safety concerns.

  • Coordinate with contractors and subcontractors on safety requirements and corrective actions.

  • Communicate safety matters clearly to workers and management.

8. Safety Documentation & Reporting
  • Prepare regular HSE reports, inspection reports, safety observations, incident reports and corrective action reports.

  • Maintain proper records of safety inspections, toolbox meetings, inductions, training, permits and other HSE documentation.

  • Monitor outstanding safety issues and ensure corrective actions are followed up and closed.

  • Provide management with updates on site safety performance and areas requiring improvement.

9. Environmental & Housekeeping Control
  • Monitor site housekeeping and ensure work areas are maintained in a safe and orderly condition.

  • Monitor appropriate handling, storage and disposal of construction materials and waste.

  • Identify environmental risks associated with project activities and recommend appropriate control measures.

  • Promote good housekeeping and environmental practices among workers and subcontractors.

Job Requirements
Education & Certification
  • Relevant Diploma, Certificate or technical qualification in Occupational Safety & Health, Construction, Engineering or a related field.

  • Possess a valid DOSH/JKKP-recognised Site Safety Supervisor competency / Yellow Book.

  • Candidates must meet the applicable statutory requirements to perform the SSS role.

Experience
  • Minimum 1-2 years of relevant hands-on safety experience on active construction, building, engineering, infrastructure or M&E project sites.

  • Experience working with contractors, subcontractors and multidisciplinary project teams.

  • Experience in construction, renovation, M&E, ELV, system, network or infrastructure projects will be an advantage.

Technical Knowledge
  • Strong knowledge of Malaysian occupational safety and health legislation, DOSH/JKKP requirements and construction site safety practices.

  • Good knowledge of HIRARC/HIRADC, JSA, PTW, risk assessment and control measures.

  • Good understanding of construction site hazards and safe work practices.

  • Familiarity with emergency response, incident investigation and safety inspection procedures.

  • Proficiency in preparing safety reports and maintaining HSE documentation.

Other Requirements
  • Possess a valid driving licence.

  • Willing to travel to and work at project sites as required.

  • Comfortable working in an active construction and engineering environment.

  • Able to communicate effectively in English and Bahasa Malaysia.

  • Able to work independently with minimal supervision and manage safety matters proactively.
