This is a Senior HR & Admin Executive / HR Assistant Manager position responsible for managing end-to-end HR operations and administrative functions. The role encompasses recruitment, payroll, attendance and leave management, statutory compliance, employee relations, performance management, and general administration across the organisation.

The role encompasses recruitment, payroll, attendance and leave management, statutory compliance, employee relations, performance management, and general administration across the organisation.

Job Responsibilities
1. Recruitment & Manpower Planning
  • Manage the end-to-end recruitment process, including job advertising, candidate sourcing, screening, interview coordination and reference checking.

  • Coordinate with department heads on manpower requirements and recruitment needs.

  • Prepare employment-related documents, including offer letters, employment contracts and other HR correspondence.

  • Coordinate employee onboarding, orientation and induction programmes.

  • Monitor probation periods and coordinate employee confirmation processes.

  • Maintain accurate recruitment and employee records.

2. Attendance & Leave Management
  • Monitor and review employees' attendance, punctuality, absenteeism and leave records.

  • Follow up with employees and department heads on attendance irregularities and discrepancies.

  • Ensure leave applications and attendance records are properly maintained and updated.

  • Prepare attendance and leave reports for management when required.

3. Payroll, Compensation & Benefits
  • Manage and coordinate monthly payroll processing, including salaries, allowances, overtime, commissions, incentives and other payroll-related payments or deductions.

  • Ensure payroll data is accurate and submitted within the required timeline.

  • Administer employee compensation and benefits, including medical claims, leave benefits and staff welfare programmes.

  • Support salary reviews, increments, bonuses and other remuneration-related exercises.

  • Maintain accurate payroll and employee remuneration records.

4. Statutory, Government & Employment Compliance
  • Handle statutory contributions and submissions, including EPF, SOCSO, EIS and PCB.

  • Liaise with relevant government authorities and agencies, including JTK, KWSP, PERKESO, LHDN, HRD Corp and other relevant bodies when required.

  • Ensure compliance with applicable employment laws, labour regulations and statutory requirements.

  • Maintain proper records and documentation for statutory and government-related matters.

  • Assist with company registrations, licences, grants and government submissions where applicable.

5. Employee Relations, Disciplinary & Industrial Relations
  • Handle employee relations matters and provide guidance on workplace issues, grievances and employee concerns.

  • Manage and coordinate disciplinary matters, including preliminary investigations, counselling sessions and the preparation of relevant documentation.

  • Prepare counselling letters, warning letters, show-cause letters and other disciplinary-related documents.

  • Assist in handling cases involving misconduct, poor performance, absenteeism and other employment-related issues in accordance with company policies and applicable employment laws.

  • Coordinate and support domestic inquiries and internal investigations when required.

  • Prepare relevant documentation relating to suspension, termination and other employment-related actions.

  • Liaise with management, external consultants, legal advisors and relevant government authorities on labour and industrial relations matters when required.

  • Ensure disciplinary and employee relations matters are handled professionally, fairly and with proper documentation.

6. Performance Management & Employee Development
  • Coordinate probation reviews, performance appraisals and employee confirmation processes.

  • Assist management and department heads in monitoring employee performance and development needs.

  • Coordinate employee training and development programmes.

  • Maintain training records and assist with training-related claims or grant applications where applicable.

  • Support the implementation and improvement of performance management processes.

7. Employee Engagement & Company Activities
  • Plan and coordinate employee engagement activities, team-building programmes and staff welfare initiatives.

  • Organise company events, celebrations and internal activities.

  • Gather employee feedback and identify opportunities to improve employee engagement and workplace culture.

  • Support initiatives that promote a positive, productive and collaborative working environment.

8. HR Policies, SOPs & Records Management
  • Maintain and update employee personal files and HR records.

  • Ensure all HR documentation and filing are properly maintained and kept confidential.

  • Assist in reviewing, developing and implementing HR policies, SOPs and staff handbook provisions.

  • Communicate HR policies, procedures and company announcements to employees.

  • Identify opportunities to improve HR processes and administrative efficiency.

9. HR Reporting & Management Support
  • Prepare regular HR reports, including headcount, manpower, turnover, absenteeism and other relevant reports.

  • Provide timely HR and administrative updates to management.

  • Monitor HR-related deadlines and ensure timely completion of required actions and submissions.

  • Assist management in HR planning, workforce planning and other people-related matters.

  • Support the implementation of HR systems, digitalisation and process improvement initiatives.

Administration Responsibilities
10. Procurement & Inventory Support
  • Coordinate the procurement and purchasing of office supplies and operational items.

  • Monitor office inventory and stock levels and arrange replenishment when necessary.

  • Support operational sites in the procurement and restocking of required items.

  • Source suppliers, obtain quotations and coordinate purchases in accordance with company procedures.

  • Maintain proper purchasing and supplier records where required.

11. Office, Facilities & Asset Management
  • Coordinate office maintenance, repairs and facility-related matters.

  • Liaise with building management, landlords, contractors and service providers when required.

  • Maintain records of company assets, including laptops, mobile devices, office equipment and other company property.

  • Coordinate the issuance, collection, replacement and maintenance of company devices and equipment.

  • Ensure office facilities and equipment are properly maintained and operational.

12. General Administration
  • Maintain proper administrative filing, records and documentation.

  • Prepare company letters, notices, internal announcements and other administrative documents when required.

  • Coordinate meetings and provide administrative support for management.

  • Liaise with suppliers, vendors and external service providers on administrative matters.

  • Assist in coordinating company insurance, licences, renewals and other corporate administrative requirements where applicable.

Job Requirements
  • Diploma or Bachelor's Degree in Human Resources, Business Administration, Management or other related fields.

  • At least 3–5 years of relevant working experience in Human Resources and Administration. Candidates with more extensive experience may be considered for the HR Assistant Manager position.

  • Experience in managing end-to-end HR operations, including recruitment, payroll, attendance, leave administration, compensation & benefits and employee records.

  • Good knowledge of Malaysian employment laws and statutory requirements, including the Employment Act, EPF, SOCSO, EIS and PCB.

  • Experience in handling employee disciplinary matters, misconduct cases and employee relations issues is an added advantage.

  • Familiarity with payroll systems, HR systems and Microsoft Office applications, particularly Excel.

  • Experience in dealing with government authorities and statutory bodies such as JTK, KWSP, PERKESO, LHDN and HRD Corp is an advantage.

  • Strong organisational and time management skills, with the ability to manage multiple tasks and priorities independently.

  • Detail-oriented with a high level of accuracy, particularly in payroll, statutory matters and documentation.

  • Good interpersonal and communication skills, with the ability to communicate effectively with employees at all levels.

  • Able to handle confidential and sensitive information with professionalism and discretion.

  • Proactive, responsible, resourceful and able to work independently with minimum supervision.

  • Required to be proficient in Mandarin, English and Bahasa Malaysia, both written and spoken, to effectively communicate with Mandarin-speaking employees, management, suppliers and external parties.

  • Willing to travel to company sites or attend to work-related matters outside the office when required.
