Lead the design, development, coordination, and delivery of Controls & Instrumentation (C&I) and Extra Low Voltage (ELV) systems for mission‑critical data center projects and fast track projects. Ensure solutions meet redundancy requirements (e.g., N+1, 2N), comply with specifications and standards, and are executed safely with minimal risk to live operations.
Key Responsibilities
Design & Development – Controls & Instrumentation (C&I)
- Design and develop control and instrumentation systems for data center infrastructure, including chilled water systems, CRAH/CRAC units, generators, UPS systems, fuel systems, and electrical monitoring, with support from a Senior Engineer where necessary.
- Develop Sequence of Operations (SOO), logic diagrams, cause‑and‑effect matrices, and control narratives.
- Review design documents, studies, specifications, datasheets, and calculations produced by other engineers.
Design & Coordination – Extra Low Voltage (ELV)
Design and coordinate the following ELV systems for data center facilities:
- Access Control and Security Systems
- Closed Circuit Television (CCTV) Systems
- Public Address & Voice Alarm (PAVA) Systems
Compliance & Standards
- Ensure all ELV and C&I installations comply with project specifications, drawings, and applicable standards.
- Apply mission‑critical redundancy concepts (e.g., N+1, 2N) in system architecture and design.
- Ensure alignment with data center operational reliability standards and industry best practices (e.g., Uptime Institute guidelines where applicable).
- Prepare Technical Bid Evaluations (TBE) for ELV/C&I packages and recommend technically compliant solutions aligned with Tier requirements.
- Review Bills of Quantities (BQ); develop procurement specifications; and support vendor selection for control panels, PLC systems, BMS, EPMS, and related packages.
- Conduct technical evaluation of vendor submissions, approve shop drawings, and ensure compliance to project requirements.
- Understand and implement plant safety and mission‑critical operational requirements during construction and commissioning phases.
- Plan and manage Permit‑to‑Work (PTW) activities for live and critical system environments.
- Prepare construction sequencing and method statements to minimize risk to ongoing operations and maintain uptime where applicable.
- Coordinate schedules and supervise field supervisors to meet project milestone dates.
- Interface with other trades during the design and construction phases and incorporate multi‑disciplinary requirements into ELV/C&I design.
Testing, Commissioning & Acceptance
- Prepare procedures for testing and commissioning of individual systems; assist in loop commissioning of control systems.
- Organize, supervise, and participate in Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), Integrated Systems Testing (IST), and Functional Performance Testing (FPT).
- Lead testing & commissioning activities to ensure full system functionality, redundancy validation, and proper handover documentation (as‑built drawings, O&M manuals).
Stakeholder Management
- Attend project coordination meetings with consultants, vendors, contractors, and client representatives as required by the Project Manager.
- Liaise with clients and suppliers to ensure compatibility of design interfaces and smooth execution.
- Lead and mentor ELV/C&I engineers and designers across tendering, design, and construction phases; prioritize and assign work; and conduct regular performance assessments.
- Guide designers/draftsmen in preparing cable routing plans, hook‑up drawings, and wiring diagrams.
- Promote knowledge sharing, peer reviews, and continuous improvement within the team.
Qualification & Experience
- Bachelor’s degree in Instrumentation, Controls, or Automation. Diploma holders may be considered with additional experience and/or professional certifications.
- 9–11 years of relevant experience in leading design and construction of process control, instrumentation, and ELV systems for industrial/intelligent buildings and fast‑track projects.
