Job summary

Total E&P Malaysia is expanding its exploration and cost control capabilities in Malaysia. The role focuses on developing cost estimation methodologies, maintaining cost databases, and supporting project cost control activities for CFR projects in an energy-sector environment.

The position requires coordination with planners, cost controllers, and finance teams to ensure accurate budgeting, forecasting and compliance with TotalEnergies standards.

Responsibilities

• Develop cost estimation methodology following TotalEnergies GS/GM and AACE standards.
• Analyze project inputs to identify cost factors/parameters.
• Update project unit rates, norms and cost factors to latest information from databases.
• Development of project budget estimate based on selected cost estimation method.
• Prepare and issue cost estimate memo/report as part of project deliverables.
• Ensure all procedures align with TotalEnergies standards.
• Develop and maintain historical cost databases, norms and benchmarks.
• Perform detailed benchmarking analysis using historical data.
• Identify significant deviations and assess factors causing variances (market conditions, design maturity, material costs).
• Collect input from internal data and external data sources (industry indices).
• Support project services with planners and cost controllers to ensure integration of cost and schedule.
• Engage with stakeholders internal and external to ensure cost estimation activities meet requirements.
• Direct involvement in cost control activities for construction department and CFR projects.
• Support Senior Cost Controller on project cost reporting, WPB preparation, PDC/VOWD updates, AFE closures, WBS creation.
• Liaise with Finance to ensure reconciliation before monthly and year-end closing.
• Implement good HSSE practices and follow the 12 Golden Rules where applicable.
• Attend and complete mandatory trainings.

Job description

• Develop cost estimation methodology following the TotalEnergies GS/GM and AACE standards.
• Analyze projects input i.e. drawings, weight report, specifications, project execution plan, and other project deliverables to identity cost factors/parementers.
• Update projects unit rate, norms and all cost factors to the latest information available from databases.
• Development of project budget estimate based on selected cost estimation method.
• Preparation and issuance cost estimate Memo/Report as part project deliverables.
• Ensure all procedures and processes are the aligned with TotalEnenergies standards.

2) Benchmarking and Historical databases:

• Develop and maintain historical cost databases, norms and projects benchmarks.
• Perform detail analysis of project benchmarking using the available input from the historical database.
• Identify significant deviation/variances of these database, and assess the factors for the variance i.e. market condition, design maturity, material cost etc.
• Collection of input from internal data and external data i.e. gather data from industry databases e.g. published indices.
• Support project services team. Work closely with planners and cost controllers to ensure the integration and alignment of cost and schedule.
• Engagement with relevant stakeholders internal and external to ensure the cost estimation activities and deliverables are meeting the requirements.

4) Project Cost Controller

• Direct involvement on Cost Control activities for Construction Department and CFR projects.
• This includes Cost Control and forecasting, progress and accrual updates, financial reporting, managing WBS creation, AFE, FIP and BT/ABR.
• Assisting/Supporting Senior Cost Controller on overall projects cost report, WPB preparation, PDC update, VOWD update, AFE Closure, WBS Creation.
• Liaise and collaborate with Finance team to ensure reconciliation is completed prior to monthly and year-end closing.

5) HSSE

• Implement good HSSE practises in the office.
• Follow relevant 12 Golden Rules where applicable on daily basis.

• Attend and complete mandatory trainings.
