Job summary

Gas Malaysia is seeking a seasoned Cost Estimator/Cost Controller to support project development through accurate cost estimation and control. You will prepare budgets, track expenditures, and provide timely cost information to guide commercial decisions.

The role requires a Bachelor’s degree in a related field and at least five years of experience in cost estimation and cost control, with strong Excel skills and a data-driven mindset.

Qualifications

  • Advanced Excel proficiency with data models and complex formulas.

Responsibilities

  • Prepare and update project cost estimates using scope documents, drawings and quotations.
  • Develop cost breakdowns for materials, labour, equipment and other costs.
  • Maintain cost registers and track budgets, commitments and actual expenditure.
  • Prepare periodic cost reports showing budget utilisation and forecast costs.
  • Support ITB/tender preparation with cost estimates and cost comparisons.
  • Assess cost impact of scope changes and variations; maintain change registers.
  • Develop Excel workbooks for estimating, forecasting and reporting.
  • Coordinate cost inputs with Engineering, Project Management, Finance and Procurement.

Job description

Prepare reliable project cost estimates and support effective cost control throughout project development and execution. Monitor budgets, commitments, expenditure and forecasts to provide timely cost information, identify potential overruns and support informed project and commercial decisions in accordance with Company procedures.

Key responsibilities

Prepare and update project cost estimates using scope documents, drawings, quantities, historical data and supplier or contractor quotations. Develop cost breakdowns for materials, equipment, labour, subcontracting and other project costs, recording assumptions, exclusions and contingencies.

Maintain cost registers and track approved budgets, purchase orders, contractual commitments, actual expenditure and accruals. Reconcile cost information with Finance, Procurement and project teams, investigate discrepancies and highlight potential budget overruns promptly.

Prepare periodic cost reports showing budget utilisation, actual and committed costs, forecast cost to complete and estimated final project cost. Analyse variances, explain the main cost drivers and recommend corrective actions.

Support ITB and tender preparation through cost estimates, pricing schedules, bills of quantities where applicable and bidder cost information. Review quotations and commercial submissions, prepare cost comparisons and assist with pricing clarifications and cost evaluation.

Assess the cost impact of scope changes and variation proposals, maintain change registers and support budget updates following approval. Verify contractor progress claims and payment supporting documents against contractual terms and recorded progress.

Develop and maintain Excel workbooks for estimating, cost tracking, forecasting and reporting. Apply appropriate formulas, validation checks and reconciliation controls to maintain accurate, consistent and traceable data.

Coordinate cost inputs with Engineering, Project Management, Finance and Procurement. Maintain supporting records for estimates, approvals, reports and audit reviews, and ensure cost activities comply with Company procedures, contractual requirements and the LOA.

About you

Bachelor's Degree in Quantity Surveying, Finance, Accounting, Engineering, Construction Management or another related discipline.

Minimum five years of relevant working experience or more, with practical exposure to both cost estimation and cost control for projects.

Demonstrated experience in preparing cost estimates and budgets, monitoring commitments and expenditure, forecasting project costs and analysing cost variances.

Extensive hands-on experience using Microsoft Excel to manage substantial cost data, build calculation models and prepare accurate reports.

Advanced Microsoft Excel proficiency, including XLOOKUP or VLOOKUP, INDEX and MATCH, SUMIFS, COUNTIFS, IF and IFERROR, and relevant financial or statistical formulas. Strong working knowledge of PivotTables, data validation, conditional formatting and workbook reconciliation is required.

Ability to structure large datasets, link and check calculations, identify errors and maintain auditable cost models.

Sound understanding of cost estimating methods, budget control, accruals, commitments, forecasting and variance analysis.

Strong numerical and analytical skills, attention to detail and ability to assess the cost implications of project scope and contractual changes.

Clear communication, effective coordination across departments and ability to meet deadlines while handling confidential commercial information.

Experience in the oil and gas industry is an added advantage. Experience with EPCC and EPIC projects is an added advantage. Experience supporting ITB processes is an added advantage.
