Job summary

CITAGLOBAL LAND SDN BHD is seeking a Safety Officer to ensure OSH compliance on township development projects in Johor Bahru. You will develop and monitor safety programs, coordinate with the project team and authorities, and lead inductions and safety meetings on site.

The role requires a Diploma/Bachelor's in OSH, DOSH/JKKP SHO registration, and at least 3 years' relevant experience in civil engineering or construction environments. Immediate availability is preferred.

Qualifications

• Diploma or Bachelor's Degree in OSH or related field.
• Registered SHO with DOSH/JKKP with valid registration.
• Minimum 3 years of OSH experience, preferably in civil or township projects.
• Solid knowledge of OSHA 1994 and related regulations.
• Familiarity with HIRARC, risk assessments, permit-to-work, investigations.

Responsibilities

• Develop, implement and monitor OSH plans and procedures to ensure site compliance.
• Prepare, update and submit safety reports and documentation within deadlines.
• Conduct safety meetings, inspections and toolbox talks.
• Coordinate with project team, subcontractors and workers to enforce safety requirements.
• Liaise with authorities on OSH matters and regulatory inspections.
• Identify hazards, perform risk assessments and implement controls.
• Advise management on safety, accident prevention and emergency response.
• Investigate incidents and near misses and recommend corrective actions.
• Deliver site safety inductions and awareness programs.

About the role

To ensure compliance with applicable occupational safety and health legislation, regulations, and contractual requirements at township development projects, including infrastructure works, road construction, drainage systems, earthworks, and utility installations, in accordance with OSHA 1994 and other relevant statutory requirements.

Key responsibilities

Develop, implement, monitor and improve the site Occupational Safety and Health (OSH) Plan, programmes and procedures in compliance with applicable legislation, regulations and project requirements.

Prepare, update and submit safety reports, accident and incident reports, and other required documentation within the stipulated timelines to the main contractor, client, headquarters and relevant authorities, where applicable.

Conduct safety meetings, site safety inspections and safety walkabouts in accordance with the safety programme and client requirements.

Liaise and coordinate with the project team, subcontractors and workers to ensure effective implementation of the OSH Plan and compliance with site safety requirements.

Coordinate with relevant authorities on occupational safety and health matters, inspections and regulatory compliance.

Identify workplace hazards, conduct risk assessments and implement appropriate control measures for township development works, including earthworks, road construction, drainage, infrastructure and utility installations.

Monitor compliance with applicable occupational safety and health legislation, regulations, safe work procedures and contractual requirements.

Advise the project management team and subcontractors on safety matters, accident prevention, risk control and emergency preparedness.

Investigate accidents, incidents and near misses, identify root causes and recommend corrective and preventive measures.

Conduct site safety inductions, toolbox briefings and safety awareness programmes for site personnel and subcontractors.

About you

Minimum Diploma or Bachelor's Degree in Occupational Safety and Health (OSH), Safety and Health, or a related field.

Registered Safety and Health Officer (SHO) with the Department of Occupational Safety and Health (DOSH/JKKP), with valid registration.

Minimum three (3) years of relevant working experience in occupational safety and health, preferably in civil engineering, infrastructure or township development projects.

Must fulfil applicable DOSH competency and registration requirements.

Practical knowledge of occupational safety and health requirements at construction and engineering project sites.

Experience in managing site safety for earthworks, road construction, drainage, utility installations and other civil engineering works.

Good knowledge of applicable occupational safety and health legislation and regulations, including OSHA 1994 and other relevant statutory requirements.

Familiarity with HIRARC, risk assessments, safe work procedures, permit-to-work systems, accident investigations and emergency response procedures.

Good communication, report-writing, coordination and problem-solving skills.

Strong leadership and the ability to guide subcontractors and site personnel on safety compliance.
