Job summary

IDPM Sdn Bhd is seeking a capable M&E procurement and contract management professional to support tendering, budgeting and cost planning for office projects in Malaysia. The role involves studying client briefs, preparing tender documents, evaluating subcontractor quotations and conducting tender analyses to recommend awards.

You will review drawings and specifications, benchmark costs, develop budgets, and construct structured procurement processes while mitigating risk.

Qualifications

• Diploma/Degree in Mechanical or Electrical Engineering preferred.
• At least 5 years of M&E construction tendering/costing experience.
• Experience with office design and build projects in Malaysia.
• Strong analytical, negotiation, and communication skills.

Responsibilities

• Study on client brief/RFP requirements, and arrange site visits.
• Organize briefing with relevant vendors for proposal submission.
• Review drawings and specifications to quantify works
• Develop project budgets and cost plans
• Benchmark costs against market rates
• Prepare tender documents (BOQ, specifications, scope)
• Call and evaluate subcontractor/supplier quotations

• Negotiate prices with M&E contractors and suppliers.
• Establish good communication with clients, consultants, project managers and subcontractors.
• Identify risk of insufficient design information and provide mitigation solutions.
• Ensure timely project deliverables and contractual security.

Job description

3. Contract Management Skills

Establish good communication skills with clients, consultants, project managers andsubcontractors.

Able to identify risk of insufficient design information and provides mitigation for solutions.

Time is essence in project deliverables, ensure company M&E contractually is secured and managed.

Advice contract procedures and outline the responsibilities of each party roles.

Final accounts settlement and manage dispute arise amicably.

Skills Required

Strong understanding of M&E systems (HVAC, LV/MV electrical, fire protection, BMS system etc.)

Able to identify specialist specifications, design and coordination that lead to unefficiency value and engineering to clients.

Familiar with sustainable technology initiatives (smart system, energy savings, IAQ etc.

Good in cost analysis and negotiation.

Familiar with drawings and technical specification.

Knowledge of contracts (PAM, PWD, FIDIC commonly used in Malaysia)

Proficiency in Excel, Auto CAD, Speed bricks & QS software.

Qualification Requirements:

Diploma/Degree in Mechanical / Electrical Engineering will be preferred.

5 years of M&E construction project tendering/ costing experience.

Strong understanding of M&E systems unique in commercial offices design and build.

Fast pace working environment, involving sizeable project scale in deliverables submission timeline.

Excellent analytical, negotiation, and communication skills.
