Jora Malaysia is seeking an experienced Quantity Surveyor/Tender Specialist to review tender drawings, prepare Bills of Quantities, cost estimates, and pricing for submissions.
You will source and negotiate quotations, analyse contracts, coordinate with designers and engineers, and ensure timely, accurate tender submissions. Diploma or degree in Quantity Surveying is required; 2–4 years' tendering experience preferred.

Review and interpret tender drawings, specifications, contract documents, and project requirements.
Perform quantity take-off and detailed measurements based on tender drawings.
Prepare Bills of Quantities (BQ), cost estimates, and pricing for tender submissions.
Source, evaluate, and negotiate quotations from suppliers and subcontractors.
Prepare cost comparisons and recommend the most competitive procurement strategy.
Analyse tender documents with the tender team to identify project risks, opportunities, and pricing strategies.
Prepare complete and accurate tender submissions within the required timeline.
Prepare technical and commercial clarification enquiries and respond to client clarifications.
Coordinate with designers, engineers, and internal departments to resolve technical and commercial issues during the tender stage.
Participate in tender interviews, presentations, and post-tender negotiations when required.
Communication & Coordination
Liaise with clients, consultants, suppliers, subcontractors, and internal project teams.
Attend tender meetings, technical discussions, project handover meetings, and site visits when required.
Maintain proper documentation and filing of tender, contractual, and commercial records.
Support management with ad-hoc tasks and special assignments.
Requirements:
Diploma or Degree in Quantity Surveying, Construction Management, or a related discipline.
Minimum 2–4 years of relevant experience in tendering and cost estimation.
Good understanding of construction methods, tendering procedures, cost management, and contract administration.
Strong knowledge of quantity take-off, cost estimation, procurement, and tender pricing.
Experience in Design & Build (D&B) projects will be an added advantage.
Familiar with value engineering and cost optimisation techniques.
Strong analytical, negotiation, communication, and problem-solving skills.
High attention to detail with strong numerical accuracy.
Proficient in Microsoft Excel and quantity surveying software.
Able to work independently, manage multiple tenders, and meet tight submission deadlines.
Demonstrate a high level of accountability, integrity, and ownership in delivering accurate and timely tender submissions.
Positive attitude with good teamwork and interpersonal skills.
