Job summary

Malaysia Marine And Heavy Engineering Sdn Bhd is seeking a Project Cost Controller/Quantity Surveyor to assist the Project Control team in financial and contractual aspects of new built and conversion projects in Pasir Gudang, Johor.

The role focuses on cost estimation, budgeting, risk management, contract administration, and cost reporting to ensure financial health and compliance with contractual requirements.

Qualifications

• Bachelor degree in Quantity Surveying or related professional accreditation.
• Strong analytical, negotiation and communication skills.
• Exposure to marine or new built construction is preferred.
• Familiarity with standard forms of contract and contract law.

Responsibilities

• Prepare detailed cost estimates for marine new build and/or conversion works.
• Develop and monitor project budgets, forecast and financial plans.
• Assess and manage risk related to project cost and timeline.
• Assist the project control in administer contracts.
• Monitor variations, claims and changes in scope of work.
• Prepare and evaluate progress claims, interim valuations, and final accounts.
• Assist Cost Controller quoting for variation order.
• Track project expenditure and ensure alignment with cost plans.
• Conduct value engineering exercises and cost benefit analysis
• Prepare regular cost reports and financial updates for stakeholders.
• Liaise with project managers, project superintendent and stakeholders to validate progress and align with cost records.
• Conduct site visits to verify completed works and access quantities.
• Ensure all financial and commercial activities comply with legal requirements.
• Support audits and provide documentation as required.

Assist the Project Control in financial and contractual aspect of the project new built and conversion in ensuring the project in the best financial health and in compliance to contractual requirements.

JOB RESPONSIBILITIES

• Prepare detailed cost estimates for marine new build and/or conversion works.
• Develop and monitor project budgets, forecast and financial plans.

Contract Administration

• Assist the project control in administer contracts.
• Monitor variations, claims and changes in scope of work.
• Prepare and evaluate progress claims, interim valuations, and final accounts.

Change Management

• Assist Cost Controller quoting for variation order.

Cost Control & Reporting

• Track project expenditure and ensure alignment with cost plans.
• Conduct value engineering exercises and cost benefit analysis
• Prepare regular cost reports and financial updates for stakeholders.

Site Support

• Liaise with project managers, project superintendent, technical executive and stakeholders to validate progress and align with cost records.
• Conduct site visits to verify completed works and access quantities.

Compliance & Quantity Assurance

• Ensure all financial and commercial activities comply with legal requirements.
• Support audits and provide documentation as required.

REQUIREMENTS

• Bachelor Degree in Quantity Surveying or related Professional accreditation.
• At least 3 – 5 years’ experience in quantity surveying, preferably with exposure to marine or new build construction.
• Contract Law and Ship repair Law.
• Cost management.
• Familiarity with standard forms of contract.
• Strong analytical, negotiation and communication skills.
