Job summary

China State Construction Engineering Corporation in Malaysia is seeking a Cost Planning & Budget Control specialist to prepare and maintain project budgets, target costs and cost plans in line with project requirements.

You will establish cost structures, monitor costs against budgets, and produce monthly cost reports, forecasts and EACs, working closely with project teams to manage cash flow and ensure financial discipline.

Qualifications

• Bachelor’s degree or above in Quantity Surveying, Construction, Finance or related discipline.
• 2–5 years of relevant experience in construction cost management, cost estimation or quantity surveying.
• Proficiency in WBS/CBS, budgeting, target costing, cash flow management.
• Proficiency in Glodon and ability to perform manual quantity calculations for verification.
• Strong analytical, communication and problem-solving skills, with attention to detail.

Responsibilities

• Cost Planning & Budget Control: prepare and maintain project budgets, target costs and cost plans.

Perform quantity take-off using Glodon and conventional manual calculation methods.

Review and verify quantities to ensure accuracy and consistency with drawings, specifications and project requirements.

Support the assessment of cost impacts arising from variations, site instructions, claims and other project changes.
协助评估工程变更、现场指示、索赔及其他项目调整所产生的成本影响。

Final Account & Project Close-Out 最终结算及项目关账

Support Final Account preparation, cost reconciliation and project settlement.
协助Final Account编制、成本核对及项目结算。

Ensure relevant cost and close-out documentation is completed and submitted according to project milestones.
确保相关成本及关账资料按项目节点及时完成及提交。

Cross-Functional Coordination 跨部门协调

Coordinate with project, commercial, procurement and finance teams on cost-related matters.
与项目、商务、采购及财务团队协调处理成本相关事项。

Prepare and review relevant commercial, contract, procurement and cost documentation.
编制及审核商务、合同、采购及成本相关文件。

Communicate with clients, consultants, subcontractors and other relevant parties as required.

Qualifications & Requirements 任职要求

• Bachelor’s Degree or above in Quantity Surveying, Cost Engineering, Civil Engineering, Construction/Project Management, Finance (Construction) or a related discipline.
  工程造价、Quantity Surveying、土木工程、工程管理、财务管理（工程方向）等相关专业，本科及以上学历。

• 2–5 years of relevant experience in construction cost management, cost estimation or quantity surveying. Experience in photovoltaic energy, water conservancy and hydropower, airport and airway, telecommunications, road and bridge projects will be an advantage.
  具备2–5年工程成本、造价或Quantity Surveying相关工作经验；具有光伏能源、水利水电、机场及航道、通信工程、路桥等项目经验者优先。

• Strong knowledge of WBS/CBS, project budgeting, target costing, cost control and cash flow management.
  熟悉WBS/CBS、项目预算、目标成本、成本控制及现金流管理。

• Proficient in Glodon and capable of performing manual quantity calculations for verification purposes.
  熟练使用广联达（Glodon），并具备工程量手算及复核能力。

• Strong analytical and problem-solving skills, with good attention to detail and the ability to work independently under project deadlines.
  具备较强的数据分析、问题解决及成本管控能力，工作细致认真，并能够在项目进度要求下独立完成工作。

• Proficient in English, both written and spoken, with the ability to prepare reports, correspondence, meeting minutes and project-related documentation.
  英语听说读写熟练，能够编写报告、邮件、会议纪要及各类项目相关文件。

• Able to work effectively in an international and multicultural environment and communicate with internal and external stakeholders.
  能适应国际化及多元文化工作环境，并与内部及外部相关方进行有效沟通。

• Proficiency in Chinese is an advantage.
  掌握中文者优先。
