Job summary

CHINA STATE CONSTRUCTION ENGINEERING (M) SDN. BHD. is seeking a QA/QC Manager to establish, implement and monitor the project Quality Management Plan and QC procedures across civil, MEP and architectural works.

The role leads inspections, testing and acceptance activities, coordinates with clients, consultants and subcontractors, and supports ISO 9001 audits and project close-out with comprehensive documentation.

Qualifications

• Bachelor’s degree or above in Civil Engineering, M&E Engineering, Construction Engineering or related discipline.
• Minimum 5 years of QA/QC experience in construction, infrastructure or EPC projects, preferably with a Main Contractor or EPC Contractor.
• Strong knowledge of ISO 9001, construction standards, specifications and inspection requirements.
• Proven experience in managing Quality Plans, ITPs, NCRs, inspection records and quality reports.

Responsibilities

• Establish, implement and monitor the project Quality Management Plan and quality control procedures to ensure compliance with contractual requirements, design specifications and applicable standards.
• Lead quality inspections, testing and acceptance activities across civil, MEP and architectural works.
• Monitor quality performance, identify non-conformities and coordinate corrective and preventive actions to ensure timely closure of quality issues.
• Ensure inspection records, quality reports, certificates, test results and as-built documentation are complete, accurate and properly maintained.
• Review and prepare quality-related documents, including Quality Plans, Inspection & Test Plans (ITP), method statements, inspection reports and quality records.
• Conduct quality performance reviews and provide recommendations for continuous improvement.
• Coordinate with clients, consultants, subcontractors and internal project teams to resolve quality-related issues and ensure effective communication.
• Lead quality awareness initiatives and training to strengthen quality standards and practices across the project team.
• Support ISO 9001 implementation, internal/external audits and third-party inspections or certifications.
• Lead project quality close-out activities and ensure all outstanding quality matters and documentation are properly closed.

Assist in implementing and maintaining the project Quality Management Plan and quality control procedures in accordance with contractual, design and regulatory requirements.

Monitor and follow up on NCRs, inspection findings and corrective actions to ensure timely and effective close-out.

Coordinate with clients, consultants, subcontractors and project teams on inspections, testing, approvals and other quality-related matters.

Support ISO 9001 implementation, internal/external audits and third-party inspections or certifications where applicable.

Qualifications & Requirements 任职要求

Bachelor’s Degree or above in Civil Engineering, M&E Engineering, Construction Engineering or a related discipline.
土木工程、机电工程、建筑工程或相关专业本科及以上学历。

Minimum 5 years of relevant QA/QC experience in construction, infrastructure or EPC projects, with experience in a Main Contractor environment preferred.
具备至少5年QA/QC相关工作经验，具有建筑、基础设施或EPC项目经验者优先；具有总承包商工作经验者优先。

Strong knowledge of ISO 9001, construction standards, specifications, inspection requirements and quality control procedures.
熟悉ISO 9001、施工规范、技术标准、检验要求及质量控制流程。

Proven experience in preparing and managing Quality Plans, ITPs, NCRs, inspection records and quality reports.
具备编制及管理质量计划、ITP、NCR、检验记录及质量报告的实际经验。

Able to independently identify quality issues, analyse root causes and implement effective corrective actions.
