Qualifications

Job description

The QAC Executive/Senior Executive is responsible for supporting and ensuring adherence to relevant regulations, policies, and guidelines in a private higher education institution. This role involves liaising with government statutory bodies, ensuring compliance with local and international standards, and maintaining up-to-date knowledge of applicable regulations.

The role requires supporting compliance efforts related to the Private Higher Education Institution Act 1996 (Act 555), the Malaysian Qualifications Agency Act 2007 (Act 679), and various other relevant laws and regulations, including immigration, occupational safety, fire safety, and education standards.

Key Responsibilities

The QAC Executive/Senior Executive will support the Compliance Manager in various regulatory and compliance tasks, including but not limited to the following areas:

Regulatory Compliance (MOHE)

Assist in coordinating compliance efforts related to the Ministry of Higher Education (MOHE) regulations.

Ensure compliance with policies and procedures by submitting reports related to student intake, enrolment, and output as requested by MOHE.

Support the management of the SETARA & MyRA exercises, including data verification and documentation preparation.

Manage and assist with the renewal of university registration, student recruitment licenses, and premises changes.

Provide administrative support for audit preparation and liaise with external auditors during compliance visits.

Accreditation and Program Management (MQA)

Assist in the preparation of documents for new program accreditation and renewals as per Malaysian Qualifications Agency (MQA) requirements.

Support the application process for Provisional Accreditation and the Accreditation of programs.

Manage and assist in the preparation of responses to MQA feedback and follow up on the status of program accreditation.

Liaise with faculties and centres regarding updates and changes to program curricula, ensuring all documentation meets MQA standards.

Local Authority Liaison

Coordinate with local authorities and utility providers (e.g., TNB, BOMBA, JBA) to ensure compliance with local laws and regulations.

Support the process of renewing university business licenses, fire certificates, and obtaining relevant approval letters from government bodies (e.g., Health Department, Fire and Rescue).

Ensure that all required licenses, permits, and certifications are valid, up-to-date, and compliant with legal requirements.

Skills & Qualifications

A Bachelor’s degree, business, public administration, QA or a related field.

Strong attention to detail and ability to process large amounts of information accurately.

Excellent written and verbal communication skills, with the ability to liaise with various internal and external stakeholders.

Ability to manage multiple tasks and prioritize responsibilities effectively

Proficiency in MS Office applications i.e. MS Word, Excel, Acrobat, Sharepoint Online

Familiarity with eIPTS (online system for Private Higher Education Institutions), eMAS (MQA Accreditation System), and relevant accreditation processes is an advantage.

The QAC Executive/Senior Executive will work closely under the supervision of the QAC Manager and will assist in the overall management of compliance tasks across various government bodies and statutory agencies.

The role requires a high level of autonomy with guidance from the Compliance Manager in complex compliance matters.

Regular interaction with external regulatory bodies will be required to ensure the university remains compliant with national laws.
