TKR Engineering Sdn Bhd seeks a QA/QC Manager to establish and maintain quality controls for Oil & Gas projects, services, equipment and construction activities. The QA/QC Manager is responsible for establishing, implementing and maintaining the quality management and inspection controls required for Oil & Gas projects, services, equipment and construction activities. The role ensures that contract, client, statutory, code and company requirements are translated into practical quality plans, inspection and test plans, procedures and records. The incumbent leads quality personnel, coordinates client and third-party surveillance, manages non-conformities and supports continual improvement throughout the project lifecycle.
Maintain the project and company quality management system in line with approved policies, ISO 9001 principles, contract requirements and applicable Oil & Gas standards.
Prepare and control project quality plans, inspection and test plans, quality procedures, work instructions, checklists, hold points and acceptance criteria.
Review contracts, specifications, drawings, data sheets and client quality requirements and assign the necessary assurance and inspection controls.
Plan and coordinate incoming, in-process, final and pre-dispatch inspections for materials, equipment, fabrication, assembly, installation and service activities.
Ensure inspections and tests use approved procedures, calibrated equipment, qualified personnel and the correct acceptance standards.
Verify inspection records, test reports, material certificates and release documentation before equipment or completed work is accepted, shipped or handed over.
Evaluate supplier and subcontractor quality capability during prequalification, technical review and project mobilization.
Review supplier quality plans, procedures, inspection schedules, manufacturing records and data books and coordinate source surveillance where required.
Monitor supplier quality performance and ensure deficiencies, late records and non-conforming items are resolved before delivery or use.
Control non-conformance reports, concessions, repair or rework dispositions, punch lists and corrective actions through verified closure.
Lead or support root-cause investigations for recurring defects, equipment failures and service-quality events and identify effective preventive action.
Track quality trends, repeat findings and cost-of-quality indicators and report matters requiring management attention.
Ensure current approved specifications, drawings, procedures and forms are available at the point of use and obsolete documents are withdrawn.
Maintain traceability of materials, equipment, serial numbers, heat numbers, inspection status, test results and personnel qualifications.
Compile and verify manufacturing record books, inspection dossiers, test packs, certificates and final quality records for client handover.
Plan and conduct internal, project, supplier and subcontractor audits and coordinate client, certification-body and regulatory audits.
Serve as the quality focal point during kick-off meetings, readiness reviews, inspections, witness points, quality meetings and closeout activities.
Monitor compliance with applicable codes, standards, specifications and approved deviations and escape unresolved risks promptly.
Allocate QA/QC personnel, define inspection coverage and verify that inspectors and technicians hold suitable competence and certification.
Coach project and operational teams on quality requirements, recordkeeping, lessons learned and defect prevention.
Prepare quality performance reports and support management review, tender submissions, procedure improvement and competency development.
Stop, reject or place work and equipment on hold when requirements, inspection status, traceability or acceptance criteria are not satisfied.
Approve quality plans, inspection documents and release records within the delegated authority and defined project requirements.
Require corrective action, additional inspection or retesting and prevent release until objective evidence confirms compliance.
Represent the company on quality matters with clients, suppliers, subcontractors, third-party inspectors and certification bodies.
Education: Certificate, Diploma, Degree, Master's degree or PhD in Engineering, Quality Management or another relevant technical discipline.
Experience: Minimum seven (7) years' experience in the Oil & Gas Industry, including at least two (2) years in a QA/QC Manager position or an equivalent role, regardless of the accepted qualification pathway.
Language: Good command of English and Bahasa Malaysia (written and spoken).
Technical Knowledge: Strong knowledge of quality management systems, project quality planning, inspection and test plans, material traceability, equipment certification, fabrication and installation inspection, non-conformance control, auditing, root-cause analysis, document dossiers and applicable Oil & Gas codes and client specifications.
Ability to convert contractual and technical requirements into clear quality controls and acceptance criteria.
Strong leadership of QA/QC engineers, inspectors, suppliers and third-party inspection activities.
Competence in quality planning, auditing, inspection coordination, data-book review and final dossier acceptance.
Sound judgment when evaluating deviations, repair proposals, concessions and release decisions.
Clear reporting, client communication, meeting and technical-document review skills.
Proficiency in quality registers, document-control systems, spreadsheets and standard office applications.
ISO 9001 Lead Auditor and relevant welding, NDT, coating or API certification are advantages where applicable to the work scope.
Ability to travel and work at workshops, fabrication yards, offshore facilities and remote project sites when required.
