HOEM SDN. BHD. is seeking an experienced QA/QC Engineer to ensure compliance with ASME codes, API standards, and ISO 9001 across fabrication and testing activities.
The role oversees IPQC, welding quality, inspections, and quality documentation, coordinating with third-party inspectors and clients to maintain high fabrication standards.
We are seeking a highly experienced QA/QC Engineer with strong expertise in pressure vessel and heat exchanger fabrication (including but not limited to related process equipment) to ensure compliance with international codes and standards.
The successful candidate will ensure compliance with ASME codes, API standards, ISO 9001 Quality Management System, and client specifications, while managing in-process quality control (IPQC), welding quality, inspection activities, and quality documentation throughout the manufacturing process.
The position plays a key role in maintaining high quality standards within our pressure vessel manufacturing operations.
Ensure QA/QC activities comply with ISO 9001 Quality Management System and company quality procedures.
Develop, implement, and maintain quality plans, inspection procedures, and QA/QC documentation.
Ensure fabrication processes meet ASME Section VIII, ASME Section IX, TEMA standards, API standards, and project specifications.
Implement and manage IPQC systems during fabrication processes.
Establish inspection checkpoints for material preparation, fit-up, welding, NDT, assembly, and pressure testing.
Supervise QC inspectors to ensure inspections are carried out according to Inspection & Test Plans (ITP).
Review and approve WPS, PQR, and welder qualification records in accordance with ASME Section IX.
Monitor welding activities to ensure compliance with qualified procedures and welding standards.
Provide technical guidance on welding processes and welding quality issues.
Oversee inspection activities including:
Material receiving inspection
Fit-up and dimensional inspection
Welding inspection
Non-destructive testing (RT, UT, MT, PT)
Monitor and verify Post Weld Heat Treatment (PWHT) activities in accordance with applicable ASME code requirements.
Coordinate and witness hydrostatic testing, pressure testing, and factory acceptance tests (FAT).
Liaise with third-party inspectors and client representatives during inspection activities.
Ensure proper preparation and compilation of Manufacturing Data Books (MDB) and quality records.
Ensure material traceability in accordance with ASME code requirements, including verification of Mill Test Certificates (MTC) and material identification.
Maintain traceability of materials, welding records, and inspection reports.
Prepare quality reports and documentation required for audits and client submissions.
Manage Non-Conformance Reports (NCR) and implement corrective and preventive actions.
Conduct root cause analysis for quality issues.
Drive continuous improvement initiatives to enhance fabrication quality and efficiency.
Bachelor’s Degree in Mechanical Engineering, Materials Engineering or related discipline.
Minimum 5 years of QA/QC experience in pressure vessel, heat exchanger, or process equipment fabrication.
Experience working in ASME-certified fabrication environments is highly preferred.
Strong working knowledge of international fabrication codes and standards including:
ASME Section VIII – Pressure Vessel Code
ASME Section IX – Welding Qualifications
API standards
TEMA (Tubular Exchanger Manufacturers Association) standards for shell and tube heat exchangers
ISO 9001 Quality Management System
In-Process Quality Control (IPQC)
Strong understanding of welding processes, welding inspection, and welding qualifications.
Ability to review and verify WPS, PQR, and welder qualification records.
Experience evaluating welding defects and recommending corrective actions.
CSWIP / AWS Certified Welding Inspector
ISO 9001 Internal or Lead Auditor
