Job summary

Upscale in Malaysia is seeking an experienced Purchasing Regulatory Specialist to source, negotiate, and manage suppliers for best pricing and timely delivery, while ensuring all items meet Malaysian standards.

You will prepare applications to SIRIM, ST COA, and MCMC, renew certificates, and maintain clear documentation. Strong Mandarin, analytical and organizational skills are essential, with SAP and MS Office proficiency.

Qualifications

• Degree in Business Administration / Supply Chain or related field.
• Minimum 3 years purchasing operations experience.
• Mandarin proficiency essential for liaising with China/Taiwan suppliers.
• Strong analytical, communication, and attention to detail.
• Excellent organizational skills to manage multiple priorities and deadlines.
• Proficient in ERP systems, preferably SAP.
• Proficient in Microsoft Excel and PowerPoint.

Responsibility:

• Source, negotiate, and manage suppliers to secure the best pricing, terms, and timely delivery of materials.
• Ensure purchased items comply with Malaysian standards and regulatory requirements.
• Prepare and submit applications to:
  • SIRIM (product certification, testing reports, labeling requirements)
  • Suruhanjaya Tenaga (ST) Certificate of Approval (COA) for electrical products
  • Malaysian Communications and Multimedia Commission (MCMC) device certifications

• Ensure timely renewal and tracking of all relevant certificates and licenses.
• Maintain proper filing and documentation for all regulatory submissions and approvals.
• Liaise with testing labs, consultants, and government officials where required.
• Support internal and external audits related to product compliance and import controls.

Authority:

• Create Purchase Orders and Material Master.
• Manage shipment arrangements from issuance of Purchase Orders to arrival at warehouse/site.

Role Requirements:

• Degree in Business Administration / Supply Chain or any related field.
• At least 3 years of experience in purchasing operations will be preferred.
