Job summary

Jora Malaysia is seeking an experienced Procurement Specialist to develop and implement procurement strategies that support project requirements and cost objectives across Bayan Lepas, Penang.

You will source, evaluate, and negotiate with suppliers, prepare RFQs and tender documentation, manage purchase orders, monitor deliveries, and assess supplier performance to ensure quality, on-time delivery, and contractual compliance.

• Develop and implement procurement strategies to support project requirements and cost objectives.
• Source, evaluate, and negotiate with suppliers, subcontractors, and service providers to obtain the best commercial terms.
• Prepare and issue Requests for Quotation (RFQ), tender enquiries, and procurement documentation.
• Analyze quotations, conduct commercial evaluations, and prepare recommendation reports for management approval.
• Manage the procurement process from enquiry stage through award, purchase order issuance, and delivery monitoring.
• Establish and maintain a database of approved suppliers and subcontractors.
• Monitor material price trends and market conditions to identify cost-saving opportunities.
• Review technical specifications and coordinate with engineering, project, and site teams to ensure procurement requirements are accurately defined.
• Prepare and administer purchase orders, subcontract agreements, and related procurement contracts.
• Monitor supplier and subcontractor performance in terms of quality, delivery, and compliance with contractual requirements.
• Track procurement schedules and ensure timely delivery of materials and services to project sites.
• Verify supplier invoices, delivery orders, and supporting documents for payment processing.
• Assist in budgeting, cost planning, and cash flow forecasting related to procurement activities.
• Support quantity surveying functions including cost analysis, variation pricing, and procurement cost reporting when required.
• Any other duties assigned by Management from time to time.
