PROJECT MANAGER – CONSTRUCTION ENGINEERING (MARINE)

Project Location: Langkawi, Kedah
JOB PURPOSE
To lead and oversee the planning, execution and delivery of the Company's new development project in Langkawi, with a focus on construction engineering and marine-related works. The role is responsible for ensuring the project is delivered safely, within the approved budget and schedule, and in accordance with the required engineering, quality, environmental and regulatory standards. The position will provide overall project leadership and coordinate consultants, contractors, authorities and internal stakeholders to achieve successful project delivery.
ACCOUNTABILITY
- Lead the overall planning, coordination and execution of the Langkawi project from pre-construction through completion and handover.
- Oversee construction and engineering activities, including marine, coastal, waterfront and associated infrastructure works, where applicable.
- Develop and monitor project schedules, budgets, manpower, resources and construction programs.
- Coordinate with consultants, contractors, subcontractors, suppliers, government authorities and other stakeholders to ensure smooth project implementation.
- Review and monitor engineering drawings, specifications, method statements, construction programmer and technical submissions.
- Ensure construction activities are executed in accordance with approved designs, specifications, contractual requirements and applicable standards.
- Monitor project progress, identify risks, delays and technical issues, and implement appropriate corrective actions.
- Manage and monitor contractors and subcontractors to ensure performance, quality, safety and timely completion of works.
- Monitor project costs, variations, claims, contractual matters and overall budget performance.
- Ensure compliance with applicable construction, marine, environmental, safety and statutory requirements relevant to the project.
- Coordinate project inspections, testing, commissioning, defect rectification and final handover.
- Establish and maintain effective project reporting, documentation and progress monitoring systems.
- Conduct regular project meetings and provide timely progress updates and recommendations to Management.
- Build effective working relationships with relevant Langkawi local authorities, consultants, contractors and project stakeholders.
- Lead multidisciplinary project teams and ensure effective coordination between engineering, construction, commercial, procurement and other relevant functions.
- Identify opportunities to improve project delivery, cost efficiency, quality and overall project outcomes.
QUALIFICATION
- Bachelor's Degree in Civil Engineering, Construction Engineering, Marine Engineering, Maritime Engineering or a related discipline.
- Professional Engineering qualification/registration will be an added advantage.
- Minimum 8–12 years of relevant experience in construction and engineering project management.
- Strong experience in marine, maritime, coastal, waterfront or infrastructure-related projects.
- Proven experience in managing contractors, consultants and multidisciplinary project teams.
- Experience in managing projects from planning and pre-construction through completion and handover.
- Willingness to be based in or regularly stationed at Langkawi throughout the project implementation period.
KNOWLEDGE
- Strong knowledge of construction and engineering project management principles.
- Good understanding of marine construction, coastal development, waterfront infrastructure and related engineering works.
- Knowledge of construction methodologies, engineering drawings, specifications and quality requirements.
- Good understanding of project scheduling, cost control, procurement and contract administration.
- Knowledge of construction, marine, environmental, occupational safety and health requirements.
- Understanding of contractor and consultant management, project claims, variations and contractual matters.
- Knowledge of project risk management, quality assurance and quality control.
- Familiarity with local authority requirements and approval processes, particularly for development and construction projects in Langkawi/Kedah, will be an advantage.
