Job summary

Elsa Talent Solutions Sdn. Bhd. is seeking a Senior Project Manager to lead Oil & Gas projects from initiation to close-out.

You will guide multidisciplinary teams, manage scope, budget, and schedule while ensuring compliance with international standards and regulatory requirements. The role requires extensive front-end and execution experience, strong leadership, and a proven track record in managing large, multi-disciplinary projects onshore and offshore.

Qualifications

• Bachelor's or Master's Degree in Engineering.
• Registered Professional Engineer with BEM/IEM Malaysia.
• Minimum 15 years of practical experience in the Oil & Gas industry.
• Minimum 5 years of experience as a Project Manager in Oil & Gas projects.
• Extensive experience managing large multi-disciplinary and integrated projects, including Front-end project delivery, Resource management, Project governance processes, Engineering quality management, Sub-contractor management, Technical standards and specifications (International Standards, DEP, PTS).
• Proven experience in managing onshore and offshore construction and upgrading projects.

Responsibilities

• Lead and manage Oil & Gas projects from initiation through close-out.
• Develop and implement project execution strategies, plans, schedules, budgets and governance processes.
• Provide leadership to multidisciplinary project teams and manage project resources.
• Oversee engineering activities and ensure compliance with standards and regulatory requirements.
• Coordinate and integrate engineering, procurement, construction and commissioning activities.
• Manage sub-contractors, consultants, vendors and third parties to meet scope, schedule, cost, quality and contracts.
• Lead onshore and offshore construction and upgrading projects.
• Monitor project performance (cost, schedule, quality, HSE, risk) and take corrective actions.
• Manage changes, variations, claims, risks and stakeholder interfaces per governance processes.
• Provide regular performance updates to management and stakeholders within approved scope and budget.

Key Responsibilities

• Lead and manage Oil & Gas projects from initiation and front-end development through engineering, procurement, construction, commissioning and close-out.
• Develop and implement project execution strategies, plans, schedules, budgets and governance processes.
• Provide leadership to multidisciplinary project teams and effectively manage project resources.
• Oversee engineering activities and ensure compliance with applicable International Standards, DEP, PTS, Company specifications and regulatory requirements.
• Coordinate and integrate engineering, procurement, construction and commissioning activities across the project lifecycle.
• Manage sub-contractors, consultants, vendors and other third parties, ensuring compliance with project scope, schedule, cost, quality and contractual requirements.
• Lead the execution of onshore and offshore construction, modification and upgrading/brownfield projects.
• Monitor project performance, including cost, schedule, progress, quality, HSE and risk, and implement corrective actions where required.
• Manage project changes, variations, claims, risks and stakeholder interfaces in accordance with established governance processes.
• Provide regular project performance updates to management and key stakeholders while ensuring successful project delivery within approved scope, schedule, budget, quality and HSE requirements.
