Job summary

Jora Malaysia is seeking a Procurement Manager to lead procurement strategy and operations for data centre and critical facilities construction projects. You will ensure timely, on-budget delivery of equipment, materials and services, reporting to the Project Manager or Construction Manager.

You will manage vendor qualification, bid execution, contract negotiation, and cross-functional coordination with engineers and QS colleagues to maintain schedule integrity and compliance.

Qualifications

  • Bachelor's Degree in Quantity Surveying, Construction Management, Supply Chain Management, or a related field.
  • Minimum 7 years of procurement experience, preferably in construction or critical infrastructure projects.
  • Strong understanding of construction materials, MEP systems, equipment procurement, and subcontracting practices.
  • Proven ability to manage high-value contracts and lead strategic vendor negotiations.
  • Excellent project management, organizational, and communication skills.
  • Proficient in procurement systems and tools, as well as Microsoft Office Suite (Excel, Word, Outlook, Project).
  • Ability to work in a high-pressure environment, manage multiple priorities, and meet tight deadlines.
  • Strong analytical and problem-solving skills.

Responsibilities

  • Develop a site-specific procurement strategy aligned with the project timeline and milestones.
  • Conduct market studies to assess subcontractor and supplier capacity and lead times.
  • Pre-qualify suppliers and subcontractors to ensure alignment with client standards.
  • Lead end-to-end procurement processes: sourcing, bidding, negotiation, contracting, and expediting.
  • Coordinate with Project Managers, Engineers, and Quantity Surveyors on schedules and material needs.
  • Review and approve purchase orders and contracts with favorable terms.
  • Maintain procurement documentation and vendor databases for audits and reporting.
  • Track procurement KPIs, savings, and supplier performance.

The Procurement Manager will report to the Project Manager or Construction Manager and will lead the procurement strategy and operations, particularly for data centre or critical facilities construction projects. This role demands deep expertise in critical systems procurement, the ability to navigate fast-track construction schedules, and proven experience in managing specialized vendors.

The Procurement Manager is responsible for ensuring that all equipment, materials, and services are procured on time, within budget, and in full compliance with project specifications and performance standards, supporting the successful delivery of mission-critical environments.

Responsibilities include but not limited to the following:

Strategic Procurement Planning

Develop a site-specific procurement strategy, aligned with the overall pr oject timeline and delivery milestones.

Conduct market studies to assess subcontractor and supplier capacity, resource availability, and critical lead times.

Package trades efficiently for subcontractor execution based on capability and capacity.

Pre-qualify and evaluate suppliers and subcontractors to ensure alignment with project and client standards.

Recommend supplier selection based on defined evaluation criteria and compliance with design and client specifications.

Establish and maintain strong vendor relationships to ensure high performance and service quality.

Lead audits and assessments to ensure compliance with company and client requirements.

Cost & Budget Control

Support the maintenance and tracking of the overall project procurement budget, including contract and payment logs for client-held contracts.

Monitor procurement expenses to ensure cost efficiency and adherence to financial targets.

Identify cost-saving opportunities and implement value engineering initiatives.

Prepare regular financial reports and provide insights into procurement performance.

Evaluate the financial impact of project changes and communicate updates to stakeholders.

Procurement Execution & Coordination

Lead the end-to-end procurement process: sourcing, bidding, negotiation, contracting, and expediting.

Coordinate with Project Managers, Engineers, and Quantity Surveyors on procurement schedules and material needs.

Review and approve purchase orders and contracts, ensuring favorable and compliant terms.

  • Examine design plans/specifications and upscale deficiencies or technical concerns for resolution.
  • Ensure reporting from main contractors and vendors aligns with the approved delivery schedule.
  • Maintain all procurement documentation including RFQs, RFPs, contracts, and vendor databases.
  • Track and report key procurement KPIs, including savings and supplier performance.
  • Identify and mitigate risks related to supply chain disruption, price escalation, and non-compliance.
  • Ensure full adherence to legal, regulatory, and internal procurement policies, including ethical sourcing practices.
  • Maintain complete and accurate records to support audits, stakeholder updates, and project closeout.

Bachelor's Degree in Quantity Surveying, Construction Management, Supply Chain Management, or a related field.

Minimum 7 years of procurement experience, preferably in the construction industry or on critical infrastructure projects.

Strong understanding of construction materials, MEP systems, equipment procurement, and subcontracting practices.

Proven ability to manage high-value contracts and lead strategic vendor negotiations.
