Private Advertiser in Malaysia seeks a Procurement Executive to manage low-value indirect purchases and stock items, driving cost efficiency and ensuring policy compliance. You will oversee sourcing, vendor due diligence, PO management, QA, and expediting critical items to support plant operations.
You’ll assist with customs exemptions, IDE/SST matters, and collaborate with Accounts Payable to resolve payment issues, enabling reliable supplier relationships.
The Procurement Executive supports the Procurement Department by managing low-value indirect purchases and 100% stock items, ensuring cost efficiency, timely purchasing, and compliance with procurement policies and quality standards. The role covers the end-to-end procurement process, including sourcing, vendor management, due diligence, purchase order management, quality assurance, and expediting critical items to support plant operations. The role also supports materials-related customs, exemption, and regulatory compliance activities, including MIDA Import Duty Exemption (IDE), SST exemption, and Customs reporting requirements (Jadual A, B and C). The Procurement Executive also supports Accounts Payable in resolving payment-related issues to maintain strong vendor relationships.
Collaborate with internal departments to identify procurement needs for stock items and low value purchase requisitions, ensuring accurate and timely requisition processing
Prioritize requests based on urgency and inventory levels, aligning with plant requirements to maintain a smooth supply chain
Negotiate favorable terms for purchases, ensuring cost efficiency aligns with quality and standards
Validate supplier quality through certifications and sampling to meet plant requirements
Create accurate purchase orders with clear specifications, pricing and delivery expectations
Track purchase orders to ensure timely delivery and compliance with quality standards, resolving any discrepancies promptly
Document and address quality issues with suppliers, aiming to prevent recurrence and maintain inventory reliability
Proactively expedite delivery of critical items required for plant operations, liaising with suppliers to meet urgent needs
Build strong relationships with vendors, focusing on quality, delivery timelines and cost control
Assist Accounts Payable with payment-related issues, addressing discrepancies, and coordinating with suppliers to ensure timely payments and account reconciliations
Identify and drive cost-saving opportunities through demand rationalization, standardization, and improved buying practices
Monitor usage and spend patterns, recommend efficiency improvements, and support cost control initiatives through regular reporting, analysis, and tracking of realized savings
Manage Acorn vendor registration process, ensuring all required documentation is verified and conducting thorough due diligence checks to minimize risk and ensure responsible sourcing
Ensure all procurement activities comply with company policies, quality standards and regulatory requirements
Maintain comprehensive records for audit, Acorn registration, due diligence checks, and expediting logs
Manage MIDA Import Duty Exemption (IDE) and SST exemption matters related to materials procured, including application support, utilisation tracking, and record keeping
Prepare and submit Customs Jadual A, Jadual B and Jadual C declarations upon arrival of materials in Teluk Kalong, in line with regulatory requirements
Coordinate with internal stakeholders and Logistics/Customs counterparts to ensure accurate information and timely submissions
Maintain proper documentation to support compliance, audits, and regulatory reviews related to exemptions and customs reporting
Minimum 2-3 years' experience in procurement, preferably in a manufacturing or chemical industry, with exposure to stock items and low-value indirect purchases
Degree in Supply Chain Management, Business Administration, or a related field
Strong ability to assess, onboard, and manage suppliers, including vendor due diligence and registration activities
Ability to analyse procurement data, identify cost-saving opportunities, and maintain accurate records for audit and reporting purposes
Experience supporting materials-related compliance activities, including customs reporting, tax or exemption documentation, and regulatory record keeping
Ability to ensure internal stakeholder needs are met by providing reliable procurement support, quality compliance, and timely delivery of critical items
Ability to deliver measurable outcomes through effective delivery management, cost savings, and procurement timeliness aligned with production demands
Ability to make informed procurement decisions by balancing cost, quality, and risk to select suitable suppliers and resolve issues effectively
Ability to work closely with stakeholders to streamline processes and ensure compliance with company standards and governance requirements
Ability to take responsibility for managing end-to-end procurement activities, consistently ensuring high standards and quality
