You will manage cross-disciplinary teams, oversee regulatory compliance, budget execution, and service delivery, while staying hands-on and on the floor.

Qualifications

  • Bachelor's degree in Healthcare/Operations or related field; MBA/MHA preferred.
  • Master's degree (MBA/MHA) preferred.
  • 8–10 years in healthcare operations with 4–5 years in a managerial role in Malaysia.
  • Direct experience in cancer centre/oncology highly preferred.

Responsibilities

  • Walk floors daily to identify and resolve operational issues in real time.
  • Oversee operations across wards, clinics, day care, radiation oncology, imaging, pharmacy, labs and support services.
  • Ensure patient flow, bed occupancy and timely service delivery; intervene as needed.
  • Develop and enforce SOPs and service standards on the ground.
  • Lead planning for new services, facility works and equipment commissioning.
  • Drive compliance with Act 586, MOH regulations and MSQH accreditation.

Job description

The Operations Manager is a hands-on operational leader responsible for the overall management of the hospital and cancer centre. This isnot a desk-bound or purely administrative role. The successful candidate must be willing to be on the ground daily, roll up their sleeves, solve problems in real time, and actively support frontline teams. The role ensures efficient, safe, high-quality
and patient-centred service delivery in full compliance with the Private Healthcare Facilities and Services Act 1998 (Act 586) and its Regulations, Ministry of Health (MOH) requirements, Malaysian Society for Quality in Health (MSQH) accreditation
standards, and other applicable statutory obligations.

Key Responsibilities

Hands-On Operational Leadership & Service Delivery

Be present on the floor daily — walk the wards, clinics, day care, chemotherapy unit, radiation oncology, diagnostic areas and support services to identify and resolve operational issues in real time.

Oversee and actively participate in day-to-day operations covering inpatient wards, outpatient clinic, day care, radiation oncology, diagnostic imaging, pharmacy, laboratory and support services.

Ensure smooth patient flow, optimal bed and resource utilisation, and timely service delivery by personally intervening when bottlenecks or problems arise.

Develop, implement and personally enforce operational policies, SOPs and service standards. Do not just write policies — ensure they are followed on the ground.

Lead operational planning for new services, facility works, equipment commissioning and service redesign, and stay involved throughout execution.

Regulatory Compliance & Quality Assurance (On-the-Ground Focus)

Ensure full compliance with Act 586, the 2006 Regulations, MOH/CKAPS licensing requirements and all relevant statutory obligations.

Support the Person in Charge (PIC) / Hospital Director in fulfilling statutory duties under Act 586.

Drive and maintain MSQH Hospital Accreditation Standards, ISO systems and other accreditation requirements. Personally prepare for surveys, walkthroughs and inspections; close non-conformances and opportunities for improvement promptly.

Actively oversee infection prevention & control, environmental health & safety, fire safety, OSHA compliance and radiation safety (where applicable). Conduct regular walkabouts and spot checks.

Ensure PDPA compliance in all patient data handling.

Monitor quality indicators, incident reporting and risk management — follow through personally until issues are resolved.

Resource, Facility & Financial Management

Manage manpower planning, rostering and deployment; be prepared to step in and support staffing gaps when needed.

Oversee facilities, biomedical equipment, medical devices, utilities, housekeeping and environmental services. Personally check cleanliness, equipment readiness and maintenance issues.

Prepare, monitor and control operational budgets while remaining cost-conscious and practical on the ground.

Manage inventory, supply chain and vendors — ensure stock availability and resolve supply issues quickly.'

People Leadership & Stakeholder Management

Lead by example. Coach, guide and support frontline staff on the floor, not just from the office.

Build strong working relationships with vendors, consultants, clinical departments, nursing, finance, HR, IT and external stakeholders through regular face-to-face engagement.

Handle escalated operational issues, patient feedback and complaints promptly and personally when required.

Performance Monitoring & Continuous Improvement

Track and report key operational KPIs (bed occupancy, throughput, waiting times, equipment uptime, cost per case, etc.).

Lead continuous improvement projects and stay involved in implementation on the ground.

Prepare operational reports and management papers, but prioritise action over paperwork.

Other Duties

Act as operational lead during emergencies, crises or major incidents — be available and hands-on.

Support special projects and any other duties required to keep the hospital and cancer centre running smoothly and safely.

Requirements

Qualifications

Bachelor's degree in Healthcare Management, Business Administration, Hospital Administration, Operations Management, Nursing, Life Sciences or a related field. A Master's degree (MBA, MHA or equivalent) is preferred.

Professional qualifications in healthcare quality or project management are an advantage.

Experience

Minimum 8-10 years of progressive experience in healthcare operations, with at least 4-5 years in a managerial role in a private or government hospital in Malaysia.

Direct experience in cancer centre / oncology services (chemotherapy day care, radiation oncology or multi-disciplinary cancer care) is highly preferred.

Proven track record of hands-on operational leadership — not just policy writing or desk-based management.

Strong experience with Act 586 compliance, MSQH accreditation processes, budget management and leading multi-disciplinary teams on the ground.

This role requires someone who is comfortable being on the floor, solving problems in real time, supporting staff, and dealing with operational messiness.

Strong leadership by example, with the ability to coach and motivate frontline teams.

Excellent organisational, analytical and practical problem-solving skills.

Sound knowledge of Malaysian healthcare regulations (Act 586, MSQH standards, infection control, radiation safety, OSHA, PDPA).

Ability to work under pressure, make quick decisions and remain calm in operational crises.

Strong communication skills in English and Bahasa Malaysia.

High integrity, resilience, energy and a genuine commitment to patient safety and operational excellence.

Other Information

Willingness to work flexible hours and be available for operational contingencies or after-hours issues is essential.
