Job summary

MISC Group, via SUPSB, seeks a senior HSSE leader to shape and drive the Health, Safety, Security and Environment strategy across Sungai Udang Port & Terminal Sdn. Bhd.

The role focuses on formulating policies, managing ISPS Code compliance, and safeguarding PEAR—People, Environment, Assets and Reputation. You will lead the HSSE-MS and QMS implementation, advise management on risk, build capability, and foster alliances with authorities and industry partners to sustain safe, compliant operations

Qualifications

• Bachelor degree in HSSE/Engineering/Marine/Maritime Operations or equivalent.
• SHO, MFSO certifications desirable.
• Safety Green Book an advantage.
• 10+ years in HSSE with at least 5 years in a senior role.

Responsibilities

• Formulate and implement HSSE strategic plans, policies and guidelines for SUPSB.
• Develop HSSE-MS and QMS aligned with ISPS and ALARP principles.
• Advise management on HSSE issues affecting growth, compliance and PEAR.

Job description

This role resides under MISC Marine (the Integrated Marine Services arm of MISC Group).

ROLE PURPOSE

Lead, strategize and drive the overall Health, Safety, Security and Environment (HSSE) matters by formulating, developing, and implementing HSSE Strategic Plan, Policies and HSSE Management System to support Sg. Udang Port & Terminal Sdn. Bhd. (SUPSB) business goals and objectives while ensuring compliance with corporate and regulatory requirements in safeguarding People, Environment, Assets and Reputation (PEAR) which is critical in sustaining SUPSB’s business operation and growth.

THE JOB

1) HSSE Strategic Plan

Provide clear direction, guidance, and control in the formulation of HSSE strategic plans, policies, and guidelines at Sungai Udang Port Sdn. Bhd. (SUPSB) to support business goals and objectives to ensure world class HSSE performance in safeguarding the Company's Employees, Assets, Environment, and Reputation (PEAR) as a safe and reliable company.

2) HSSE – Management System (HSSE-MS) & Quality Management System (QMS)

Provide direction on the customization of the formulation and implementation of HSSE- Management System (HSSE-MS) & Quality Management System (QMS) at SUPSB to ensure HSSE risks are managed to ALARP level, continual compliance with International Ship and Port Facility Security (ISPS) Code and continual improvement of QMS. System is continuously reviewed and revised to ensure compatibility to business needs and comparable to practices in other major industrial players.

3) HSSE Advisory

Advise SUPSB’s Management as well as taking part in the business decision based on HSSE

related, local and global issues, legislative requirements, technological advances in HSSE

management and best practices to optimize growth, profit and achieve long-term goals.

4) HSSE Assurance & Risk Management

Formulate and provide direction in the implementation of comprehensive Company’s assurance

strategy and plan that lead to an independent view to SUPSB’s Management, partners and to key stakeholders that HSSE related risks and issues are effectively managed as well as formulating effective contingency plans to SUPSB operations including operations managed by contractors in order to minimize adverse impact of HSSE incidents to employees, environment, business, stakeholders and company's reputation.

5) Strategic Alliances

Provide direction in the development and sustenance of Company strategies and plans in the establishment and correlation of strategic alliances with Government Authorities (e.g MMD, DOSH, DOE and BOMBA), key stakeholders and industry partners and competitors, through synergistic cooperation and sharing of resources, information intelligence, to ensure SUPSB interests are addressed in any regulatory changes, culture sensitiveness and setting up of industry standards as well as best practices.

6) Capability Building

Provide leadership, direction and guidance in the development, enhancement, and deployment of HSSE resources as well as the determination of the kind of system and initiatives to suit the needs of desired HSSE capabilities and competencies throughout the Company in ensuring that SUPSB has adequate skills and resources to undertake the Company HSSE strategies and initiatives.

7) HSSE Communication

Strategize, formulate & provide direction in HSSE communication and promotional initiatives across the Company to inculcate HSSE way of works among management personnel, employees, contractors, partners, and other stakeholders; to ensure HSSE is an integral part of work culture.

FUNCTIONAL EXPECTATIONS

• Strong knowledge/ skills in Occupational Health & Safety (OHS) specially in Marine & Maritime/ Port & Terminal settings.
• Good familiarisation in OSH methodologies : Loss & Prevention, Risk Assessment, Incident Investigation
• Audit & review operational facilities.
• Knowledge in relevant HSSE related Acts, Regulations and Code of Practice such as OSHA 94, FMA 67, EQA 74, FSA 88 and ISPS Code.
• Matured and inspirational leadership with strategic agility and HSSE mindset driven.

• Possessed minimum Bachelor Degree HSSE/ Engineering/ Marine/ Maritime Operations or equivalent.
• Acquired relevant/ related industry certification (i.e. SHO, MFSO).
• Safety Green Book holder will be an added advantage.
• Preferably candidate with more than 10 years of relavant experience with at least 5 years proven HSSE practice.
• Must be willing to be full-time based/ stationed at Sg Udang, Malacca.
