Job summary

Jora Malaysia is seeking an experienced M&E Engineer to lead all design, planning, and coordination for development projects in Malaysia. You will review budgets, tender evaluations, and consultant selections to ensure alignment with project goals.

The role requires 8–10 years of site experience, strong organizational skills, and fluency in English and Bahasa Malaysia. Collaborative work within a project team and adherence to schedules are essential.

Responsibilities

• Oversee all M&E design, planning, coordination, and implementation for development projects.
• Review and validate M&E cost estimates, budgets, and tender evaluations.
• Lead selection and appointment of M&E consultants, including RFPs and technical evaluations.
• Coordinate and manage M&E consultants to ensure timely design submissions and deliverables.
• Review M&E design deliverables across Concept to Tender Documentation for compliance with objectives and standards.
• Monitor progress to meet milestones, budgets, quality, and contractual obligations.
• Facilitate coordination meetings (CCM, technical meetings) with stakeholders.
• Drive value engineering to optimize design, functionality, and costs.
• Support tender planning and procurement with technical input on M&E work packages.
• Ensure compliance with regulations, standards, and HSE requirements; identify and mitigate risks.
• Build strong relationships with internal teams, consultants, contractors, authorities, and external stakeholders.
• Provide technical guidance on M&E matters throughout the project lifecycle.

• Manage and oversee all Mechanical and Electrical (M&E) design, planning, coordination, and implementation activities for development projects.
• Review and validate M&E cost estimates, budgets, and tender evaluations prepared by consultants to ensure accuracy and alignment with project objectives.
• Lead the selection and appointment of M&E consultants, including consultant pre-qualification, request for proposal (RFP) processes, technical evaluations, and recommendation submissions.
• Coordinate and manage M&E consultants to ensure timely delivery of design submissions and project deliverables in accordance with project schedules and quality requirements.
• Review and evaluate all M&E design deliverables throughout the project lifecycle, including Concept Design, Schematic Design, Detailed Design Development, and Tender Documentation, ensuring compliance with project objectives, regulatory requirements, and company standards.
• Monitor project progress and support the implementation of project plans to ensure project milestones, budget targets, quality standards, and contractual obligations are achieved.
• Organize and facilitate coordination meetings, consultant coordination meetings (CCM), technical meetings, and other project-related discussions to ensure effective stakeholder communication and issue resolution.
• Drive value engineering initiatives in collaboration with relevant stakeholders to optimize project design, functionality, and cost efficiency.
• Support tender planning and procurement strategies by providing technical input and recommendations on M&E work packages.
• Ensure compliance with applicable regulations, industry standards, company policies, and health, safety, and environmental requirements.
• Identify project risks and develop mitigation measures to minimize potential impacts on project delivery.
• Build and maintain effective working relationships with internal departments, consultants, contractors, authorities, and other external stakeholders to support successful project execution.
• Provide technical guidance and support to project teams on M&E-related matters throughout the project lifecycle.
• Carry out any other duties as assigned by the superior.

Job Requirements:

• Candidate must possess a Degree in Electrical or Mechanical Engineering from a recognized institution.
• Minimum 8-10 years of site experience in a property development environment.
• Demonstrates a positive attitude with strong organizational, planning, and time-management skills, and the ability to manage multiple tasks under pressure.
• Excellent command of English and Bahasa Malaysia, both written and verbal.
• Able to work independently as well as collaboratively within a team.
