Job summary

COSMO RESTAURANTS SDN BHD (BURGER KING MALAYSIA) seeks a competent HR Manager to lead Malaysia HR and administrative functions. You will manage the full employee lifecycle, policy development, payroll, and compliance with Malaysian law, coordinating with Singapore regional HR and country leadership.

The role requires 5–8 years HR experience, with at least 2–3 years in a supervisory capacity, and knowledge of expatriate matters. A strong grasp of Labour laws and business acumen is essential.

Qualifications

  • Bachelor’s degree in HRM, Business Admin, Management, Psychology or related
  • SHRM-CP/SHRM-SCP, CIPD, AHRI, MIHRM or equivalent certification is an added advantage
  • Well-versed in Malaysian employment legislation and HR best practices
  • Minimum 5–8 years of progressive HR experience with 2–3 years in a managerial role
  • Experience supporting regional or multinational organisations and expatriate matters

Job description

The HR Manager is responsible for leading and managing the full spectrum of Human Resources and administrative functions for the Malaysia operations, while ensuring alignment with the company's regional HR strategies and business objectives.

Human Resources Management
  • Manage the full employee lifecycle, including manpower planning, recruitment, selection, onboarding, probation confirmation, employee transfers, promotions, resignations, and offboarding.
  • Develop, implement, review, and continuously improve HR policies, procedures, and practices to ensure operational efficiency and compliance.
  • Ensure all HR policies and employment practices comply with the Employment Act, Industrial Relations Act, Personal Data Protection Act (PDPA), and all other applicable Malaysian labour laws and statutory requirements.
  • Provide professional HR advice and recommendations to Management on employment legislation, government regulations, HR best practices, and people management matters.
  • Work closely with the Singapore HR team, Business Unit Heads, and Country Head to implement regional HR initiatives and support business growth.
Talent Acquisition & Workforce Planning
  • Lead end-to-end recruitment activities to attract and retain qualified talent.
  • Coordinate interview processes, candidate selection, employment offers, onboarding, and induction programmes.
  • Partner with department heads to identify current and future manpower requirements and succession planning needs.
  • Develop effective recruitment strategies to strengthen the company's talent pipeline.
Employee Relations & Performance Management
  • Foster a positive, inclusive, and high-performance workplace culture that promotes employee engagement and retention.
  • Manage employee relations matters, including counselling, conflict resolution, grievances, disciplinary investigations, and performance improvement plans.
  • Conduct disciplinary proceedings in accordance with company policies and Malaysian employment legislation, and provide reports and recommendations to the Regional HR Manager (Singapore).
  • Manage and coordinate the company's performance management process, including bi-annual performance appraisals, salary reviews, bonus recommendations, and project remuneration assessments.
  • Provide guidance and support to managers on employee performance, coaching, and talent development.
  • Oversee and validate monthly payroll processing to ensure accuracy, timeliness, and compliance with statutory requirements.
  • Administer employee compensation, bonuses, salary adjustments, allowances, and benefits.
  • Ensure accurate processing and submission of statutory contributions, including EPF, SOCSO, EIS, HRD Corp, PCB (Monthly Tax Deduction), and other mandatory requirements.
  • Handle annual taxation matters, including preparation and submission of employee tax documentation and liaison with relevant government authorities when required.
Immigration & Employment Compliance
  • Manage all employment pass, work permit, dependent pass, visa applications, renewals, cancellations, and related immigration matters for expatriate employees.
  • Liaise with government agencies and external service providers to ensure timely processing and compliance with immigration regulations.
Learning & Development
  • Identify organisational and individual training needs through competency assessments and performance reviews.
  • Develop annual training plans and budgets aligned with business objectives.
  • Coordinate internal and external training programmes, monitor training effectiveness, and maintain employee training records.
  • Ensure compliance with HRD Corp training requirements and maximise available government training incentives where applicable.
Employee Welfare & Engagement
  • Plan, organise, and manage employee welfare programmes, engagement initiatives, and corporate events to promote employee satisfaction and organisational culture.
  • Handle employee enquiries relating to HR policies, benefits, leave administration, and employment matters in a timely and professional manner.
  • Develop initiatives to improve employee engagement, well-being, and retention.
Mobility & Overseas Business Support
  • Coordinate overseas business travel arrangements, including travel applications, approvals, visa requirements, insurance, and administrative documentation.
  • Support regional business expansion initiatives by providing HR operational support for new locations, employee mobility, and cross-border workforce deployment.
HR Operations & Administration
  • Oversee office administration functions for the Malaysia offices (Cyberjaya KL), ensuring smooth daily operations.
  • Manage company assets issued to employees, including laptops, access cards, mobile devices, and other equipment throughout the employee lifecycle.
  • Maintain accurate HR records, employee databases, and confidential personnel files.
  • Review and update the Employee Handbook, HR policies, standard operating procedures, and related documentation regularly.
  • Prepare HR reports, manpower statistics, and management reports for business review and decision-making.
Other Responsibilities
  • Support organisational transformation, change management, and continuous improvement initiatives.
  • Participate in HR projects, regional initiatives, audits, and compliance reviews.
  • Perform any other duties and responsibilities assigned by the Regional HR Manager (Singapore) or Country Head.
Requirements
  • Bachelor's Degree in Human Resource Management, Business Administration, Management, Psychology, or a related discipline.
  • Professional HR certification (e.g., SHRM-CP/SHRM-SCP, CIPD, AHRI, MIHRM, or equivalent) is an added advantage.
  • Well-versed in Malaysian employment legislation and HR best practices.
  • Minimum 5–8 years of progressive Human Resources experience, with at least 2–3 years in a managerial or supervisory role.
  • Proven experience managing the full spectrum of Human Resources functions, including recruitment, employee relations, payroll, compensation and benefits, performance management, learning and development, and HR administration.
  • Experience supporting a regional or multinational organisation and working with cross-functional stakeholders is preferred.
  • Experience handling expatriate employment matters, including Employment Passes, visas, and immigration processes, is an advantage.
  • Experience in office administration and facilities management will be an added advantage.
