The HSE Engineer position will be supporting the enhancement and implementation of safety standards, procedures and risk management practices across assigned projects and operations.
Key Responsibilities
Standards, Procedures & SMS Support
- Enhance safety standards and general procedures such as work permit, process safety, hazard identification, risk management and emergency preparedness.
- Develop safety standards, procedures and General Instructions (GIs) for matters not already addressed by existing resources.
- Provide advice and consultation to the Client's Upstream HSE team as requested to facilitate Safety Management System (SMS) enhancement.
Risk & Safety Documentation
- Develop critical safety documents for major activities such as job safety analysis, hazard identification plans and risk assessments.
- Participate in the preparation of major reference manuals documenting corporate and HSE safety systems, policies and procedures (e.g. HSE Policy, SMS manual, Safety Handbook), and review related high-level documents from other organisations or outside parties with potential to impact the safety of company operations.
Compliance Review & Audit Support
- Assist departments in preparing for major safety reviews such as HSE compliance reviews.
- Support as an audit resource for HSE risk identification and mitigation during design, construction, commissioning, turnover to operations, ongoing operations, project, management of change, and decommissioning of facilities.
- Support the facilitation of safety audits by identifying areas of non-compliance with occupational health and safety regulations and advising on improvements to existing conditions.
- Develop and deliver safety training material and safe work procedures to field personnel.
- Support the facilitation of incident investigations, including interviewing witnesses, gathering data and contributing to root cause analysis.
- Working knowledge of Malaysian OSH legislation and relevant international HSE standards.
- Sound understanding of risk assessment methodologies (HAZID, JSA, HIRARC).
- Ability to prepare clear, structured technical and safety documentation.
- Good facilitation and communication skills for training delivery and stakeholder engagement.
- Analytical mindset with attention to detail, suited to audits and investigations.
- Willingness to learn under senior guidance and take on increasing responsibility over time.
Qualifications & Background
- Bachelor's Degree in Occupational Safety & Health, Engineering, Environmental Science, or a related discipline.
- Registered Safety & Health Officer (SHO) certification with NIOSH/DOSH, held or in progress.
- Min 5 years of relevant HSE experience, preferably within the upstream oil & gas or offshore construction/installation industry.
- Involvement in HSE-related work specific to Transportation & Installation (T&I) and Hook-Up & Commissioning (HUC) projects, including drilling activities, is an added advantage.
- Willingness to be deployed offshore/onsite in support of T&I, HUC and drilling campaigns as required, subject to relevant offshore safety certification (e.g. BOSIET/OPITO), and medically fit for offshore duties.
