Q & M Dental Group (Malaysia) Sdn Bhd is seeking an experienced HR leader to manage end-to-end HR for Malaysia operations, covering talent acquisition, payroll governance, and workforce planning across multiple clinics.
The role requires an independent, hands-on leader who partners with operations and regional stakeholders to translate business needs into practical HR actions while guiding a small HR team for consistent delivery and compliance.

Job Summary
We are seeking an experienced and commercially minded Human Resources professional to lead the full spectrum of HR for our Malaysia operations. This role carries end-to-end accountability for talent acquisition, workforce planning, payroll governance, employee relations, compliance, and people initiatives across multiple clinic locations, with a clear mandate to strengthen workforce capability, operational discipline, and business performance.
The role requires a highly independent, hands‑on leader who can operate effectively in a standalone HR environment while serving as a trusted partner to operations and regional stakeholders. The successful candidate will be expected to translate business needs into practical HR actions, drive consistency and accountability across sites, and balance strategic priorities with strong day‑to‑day execution, while guiding and managing a small HR team comprising 2 HR Executives / Assistants.
1. Talent Acquisition & Workforce Planning
Lead end‑to‑end recruitment for clinical and non‑clinical roles, ensuring timely hiring, quality selection, and effective onboarding outcomes
Develop and execute proactive sourcing and hiring strategies to address manpower gaps, particularly in frontline and hard‑to‑fill roles
Partner closely with operations leaders to forecast manpower requirements based on business expansion plans, clinic performance, attrition trends, and operational needs
Build and maintain talent pipelines to improve hiring readiness and reduce time‑to‑fill across key positions
2. HR Operations & Administration
Oversee the full employee lifecycle, including onboarding, confirmation, transfers, employee movements, and offboarding, with strong process control and documentation
Establish and maintain accurate, compliant, and audit‑ready employee records and HR documentation in accordance with Malaysian regulatory requirements
Prepare, review, and manage employment contracts, HR letters, policy communications, and other core employee documents
Drive consistency, efficiency, and service standards in day‑to‑day HR operations across multiple clinic locations
Guide, supervise, and develop 2 HR Executives / Assistants to ensure effective execution of HR operations, service delivery, and administrative support
3. Payroll & Compensation Management
Manage end‑to‑end payroll processing, ensuring timely and accurate salary disbursement
Verify attendance, overtime, allowances, and deductions prior to payroll processing
Ensure compliance with statutory contributions including EPF, SOCSO, EIS, and PCB (income tax)
Handle payroll‑related queries and resolve discrepancies efficiently
Liaise with finance or external payroll vendors where required
Maintain proper payroll records and ensure audit readiness
4. Compliance & Industrial Relations
Ensure full compliance with Malaysian Employment Act 1955 and all relevant labour and statutory regulations across the Malaysia operations
Lead and manage employee relations matters including grievances, disciplinary cases, investigations, and issue resolution in a fair, consistent, and timely manner
Advise managers and business leaders on labour law, HR policies, risk management, and best practices to support sound people decisions
Liaise with relevant government authorities and external parties where required, and support audits, inspections, or compliance reviews
5. Performance Management & Training
Drive the performance management cycle, including goal setting, performance reviews, calibration support, and follow‑through on performance improvement actions
Partner with managers to identify capability gaps, training needs, and development priorities to strengthen team effectiveness
Support structured onboarding, orientation, and training programmes to accelerate new hire integration and performance readiness
6. Employee Engagement & Culture
Drive employee engagement and retention initiatives that strengthen morale, improve employee experience, and support workforce stability
Serve as a key HR contact for both employees and management, building trust and facilitating effective communication across the organisation
Promote a positive, accountable, and high‑performing work culture aligned with company values and operational expectations
Monitor and analyse key HR metrics such as turnover, hiring efficiency, absenteeism, manpower gaps, and payroll costs to identify trends and risks
Provide actionable insights and practical recommendations to improve workforce stability, HR effectiveness, and operational performance
Support the implementation of regional HR initiatives, policies, and frameworks while ensuring local relevance and execution discipline
Bachelor’s Degree in Human Resource Management, Business Administration, or related field
Minimum 4-6 years of HR generalist experience, prefer the candidate with at least 2-3 years in a retail / healthcare industry
Strong knowledge of Malaysian labour laws and statutory requirements
Hands‑on payroll experience is required, including EPF, SOCSO, EIS, and PCB
Experience in multi‑outlet or service‑based industries (e.g. healthcare, retail, F&B) is preferred
Proficient in Bahasa Malaysia, English and Mandarin (We are seeking candidates proficient in Mandarin to effectively communicate with the management)
Proven ability to work independently with minimal supervision and take full ownership of HR functions
Strong interpersonal, communication, and stakeholder management skills
Detail‑oriented, proactive, and able to thrive in a fast‑paced environment
Willingness to travel within Malaysia for site visits
Willing to travel to Singapore & KL for meetings or discussions when required
