Job summary

Gushengtang TCM Pte Ltd is seeking an experienced HR Business Partner to lead overseas HR strategy across Malaysia and Singapore. You will align Group HQ HR policies with local realities, drive international staffing plans, and support expansion through M&A and joint ventures.

The role requires 5+ years in HR, including cross-border experience, fluency in English and Chinese, and strong capabilities in recruitment, talent development, and regulatory compliance for overseas operations.

Qualifications

  • Bachelor's degree or above, preferably in Human Resources Management, Business Administration, Psychology, or related fields
  • 5+ years of HR experience, including 3+ years as an HRBP or in a business support role
  • Experience in overseas/cross-border HR management; familiarity with labor laws and employment practices in Singapore or Southeast Asian markets is preferred
  • Fluent in both Chinese and English, capable of business communication and document drafting in both languages

Responsibilities

  • Lead the recruitment of core talent in overseas markets, build localized recruitment channels, and establish overseas talent pools and talent maps
  • Collaborate with the Group's talent development system, support co-development of talent training programs with local colleges and universities, and promote two-way exchange of TCM physicians and local talent pipelines
  • Participate in due diligence (HR dimension) for overseas M&A and joint venture projects, assessing workforce structure, compensation and benefits, labor relations, and compliance risks
  • Lead post-merger integration (PMI) on the HR front, designing plans for organizational integration, key talent retention, compensation system alignment, and cultural fusion
  • Research and track labor laws, employment policies, and visa/work permit requirements in Malaysia, Singapore, and other locations to ensure compliant employment practices
  • Develop and optimize employee handbooks, compensation and benefits policies, and attendance and leave systems for overseas markets
  • Assist with visas, work permits, tax and social security arrangements for expatriates, as well as cross-cultural adaptation support
  • Localize the Group's performance management system, designing appraisal schemes and incentive mechanisms for overseas markets
  • Conduct compensation surveys and benchmarking for overseas markets, establishing competitive pay structures balanced with local differences
  • Foster cross-cultural integration and collaboration between Chinese and local employees, organize cultural advocacy and team-building activities

Job description

Develop an in-depth understanding of the strategic objectives and operational rhythms of overseas businesses (Malaysia, Singapore.), and act as the core HR advisor to business leaders, participating in overseas business strategic planning and organizational design. Take on HR requirements from overseas operations, integrating Group HQ's human resources strategy with local business realities to formulate annual HR plans tailored to overseas markets. Support the multi-model overseas expansion of self-built, partnership, and M&A, providing organizational structure, headcount and staffing plans, and labor budget proposals for store expansion and joint venture establishment.

Lead post-merger integration (PMI) on the HR front, designing plans for organizational integration, key talent retention, compensation system alignment, and cultural fusion to ensure smooth business transition

Research and track labor laws, employment policies, and visa and work permit requirements in Malaysia, Singapore, and other locations to ensure compliant employment practices

Develop and continuously optimize employee handbooks, compensation and benefits policies, and attendance and leave systems for overseas markets in light of local regulations and cultural differences

Assist with visas, work permits, tax and social security arrangements for expatriates, as well as cross-cultural adaptation support

Localize the Group's performance management system, designing performance appraisal schemes and incentive mechanisms suited to overseas markets

Conduct compensation surveys and benchmarking for overseas markets, establishing competitive pay structures that balance Group-wide consistency with local differences

Foster cross-cultural integration and collaboration between Chinese and local employees, organize cultural advocacy and team-building activities, and cultivate an open and inclusive organizational climate

About you

Bachelor's degree or above, preferably in Human Resources Management, Business Administration, Psychology, or related fields

5+ years of HR experience, including 3+ years as an HRBP or in a business support role, with hands-on experience across the full recruitment-performance-employee relations cycle

Experience in overseas/cross-border HR management; familiarity with labor laws and employment practices in Singapore or Southeast Asian markets is preferred

Fluent in both Chinese and English, capable of business communication and document drafting in both languages

Business acumen and organizational sensitivity, with the ability to closely align HR strategies with business objectives

Outstanding cross-cultural communication and influence, able to build trust and drive change in multicultural environments

Experience in post-merger HR integration (PMI) or building an HR system from 0 to 1 for a joint venture is a plus

Results-oriented, resilient under pressure, and adaptable to frequent overseas travel and a fast-paced expansion environment

HRBP experience in the healthcare or multi-site chain service industry is preferred

Familiarity with the TCM (Traditional Chinese Medicine) industry ecosystem, or an affinity for TCM culture is preferred
