HR Executive / Senior HR Executive (Foreign Worker & Operations)

ePLKS & Permit Renewals: Manage and track the end-to-end renewal process for foreign worker permits (Pas Lawatan Kerja Sementara - PLKS) using official portals (ePLKS / MYEG) in a timely manner to prevent compound penalties or overstays.
FOMEMA Coordination: Schedule and monitor annual FOMEMA medical examinations for foreign workers, ensuring medical fit status prior to permit submission.
Passport & Visa Processing: Liaise with the Immigration Department (Jabatan Imigresen Malaysia) for passport renewals, special passes, checkout memos (COM), transfer of endorsements, and cancellation of work permits.
Quotas & Documentation: Assist in managing multi-tier foreign worker quotas, KDN approvals, JTK (Jabatan Tenaga Kerja) approvals, and compliance with Centralised Labour Quarters (CLQ) standards under Act 446.
Welfare & Accommodation: Oversee foreign worker hostel management, transport arrangements, medical insurance (SPIKPA), and repatriation/checkout procedures upon contract completion.
KEY RESPONSIBILITIES
- 1. Foreign Worker Management & Permit Renewals
- ePLKS & Permit Renewals: Manage and track the end-to-end renewal process for foreign worker permits (Pas Lawatan Kerja Sementara - PLKS) using official portals (ePLKS / MYEG) in a timely manner to prevent compound penalties or overstays.
- FOMEMA Coordination: Schedule and monitor annual FOMEMA medical examinations for foreign workers, ensuring medical fit status prior to permit submission.

- 2. HR Operations & Compliance
- Database & File Management: Maintain accurate foreign worker databases, tracking expiration dates for passports, permits, insurance, and medical checkups.
- Statutory Compliance: Ensure all foreign worker processes comply with the Employment Act 1955, Immigration Act 1959/63, Act 446 (Minimum Standards of Housing, Accommodations and Amenities), and SOCSO foreign worker protection schemes.
- Audit & Inspection Preparation: Assist in preparing relevant worker documentations and records for government authority site audits (JTK, DOSH/JKKP, Immigration).
- 3. General HR Support
- Assist with onboarding, briefing, and orientation of newly arrived foreign workers.
- Support monthly payroll data preparation, including worker overtime calculations, SOCSO/EIS registrations, and leave tracking.
- Handle worker grievances, site/factory inquiries, and coordination with site supervisors or quarry/factory managers regarding workforce allocation.
JOB REQUIREMENTS
- Education: Diploma or Bachelor’s Degree in Human Resource Management, Business Administration, Law, or equivalent.
- Experience:
- HR Executive: Minimum 2–3 years of hands‑on experience handling foreign worker administration and permit renewals.
- Technical Skills:
- Highly proficient in operating ePLKS, MYEG, FOMEMA, FWCMS, and e-Quota portals.
- Strong knowledge of Malaysian Employment Laws, Act 446, and Immigration procedures.
- Experience with payroll/HRMS software (e.g., HR2000) is an added advantage.
