Job summary

Jora Malaysia seeks a highly capable Head of Project Controlling to govern large-scale capital investment programs at our Kulim site. The role focuses on forward-looking risk management, governance, and proactive decision support beyond traditional reporting.

The successful candidate will establish a best-in-class framework, drive early warning indicators, and influence management decisions to keep projects on track, within scope, cost, and schedule.

Qualifications

  • Advanced project controlling skills.
  • Strong understanding of CAPEX management and project economics.
  • Experience with project management and project controls systems.
  • Understanding of building analytical models.
  • Understanding schedule performance, cost control, forecasting, and risk management methodologies.

Responsibilities

  • Establish and continuously improve the project controlling framework for major capital investment projects.
  • Develop governance structures, reporting standards, KPIs, and performance monitoring processes.
  • Ensure full transparency of project performance across scope, cost, schedule, resources, and risks.
  • Act as an independent challenger to project teams and stakeholders.
  • Drive predictive and driver-based project controlling rather than historical reporting.
  • Develop early-warning indicators to identify deviations before they impact objectives.
  • Conduct scenario analyses and assess potential impacts on outcomes.
  • Provide management with forward-looking insights, risks, opportunities, and recommended actions.
  • Monitor project budgets, forecasts, commitments, cash flow, and overall financial performance.
  • Analyze deviations and identify root causes.
  • Ensure corrective actions are defined, tracked, and implemented.
  • Challenge assumptions and forecasts to improve planning quality and reliability.
  • Design and implement project controlling tools, dashboards, and reporting solutions.
  • Evaluate and introduce suitable project control systems and digital solutions.
  • Develop interim solutions using Excel/Power BI when systems are not available.
  • Drive the transition from manual to scalable processes.
  • Prepare executive-level reporting packages for senior management and Steering Committees.
  • Present project status, key risks, opportunities, and required decisions.
  • Communicate critical deviations and ensure escalation.
  • Drive accountability and support decision-making at all management levels.
  • Lead the project risk and opportunity management process.
  • Quantify financial and operational impacts of risks.
  • Ensure mitigation actions are developed and monitored with Risk Management team.
  • Promote a proactive risk culture throughout the project organization.

We are seeking a highly capable and entrepreneurial Head of Project Controlling to govern and challenge large scale capital investment programs at our Kulim site. This role is expected to actively influence project outcomes. Success is measured not by the accuracy of historical reporting but by the ability to identify emerging risks early, challenge assumptions, drive corrective actions, and help project leadership make better decisions before deviations occur. This role goes far beyond traditional project reporting. The successful candidate will establish a best in class project controlling framework, create transparency for management, proactively identify risks and opportunities, and influence decision-making before issues materialize.

Key responsibilities
Strategic Project Governance
  • Establish and continuously improve the project controlling framework for major capital investment projects.
  • Develop governance structures, reporting standards, KPIs, and performance monitoring processes.
  • Ensure full transparency of project performance across scope, cost, schedule, resources, and risks.
  • Act as an independent challenger to project teams and stakeholders.
Forward-Looking Controlling
  • Drive predictive and driver-based project controlling rather than purely historical reporting.
  • Develop early-warning indicators to identify deviations before they impact project objectives.
  • Conduct scenario analyses and assess potential impacts on project outcomes.
  • Provide management with forward-looking insights, risks, opportunities, and recommended actions.
Cost & Schedule Performance Management
  • Monitor project budgets, forecasts, commitments, cash flow, and overall financial performance.
  • Analyze deviations and identify root causes.
  • Ensure corrective actions are defined, tracked, and implemented.
  • Challenge assumptions and forecasts to improve planning quality and reliability.
Building Tools and Processes
  • Design and implement project controlling tools, dashboards, and reporting solutions.
  • Evaluate and introduce suitable project control systems and digital solutions.
  • Where systems are not yet available, develop pragmatic interim solutions using available tools (e.g., Excel, Power BI, or other platforms).
  • Drive the transition from manual to scalable and sustainable controlling processes.
Management & Steering Committee Support
  • Prepare executive-level reporting packages for senior management and Steering Committees.
  • Present project status, key risks, opportunities, and required decisions.
  • Clearly communicate critical deviations and ensure appropriate escalation.
  • Drive accountability and support decision-making at all management levels
Risk & Opportunity Management
  • Lead the project risk and opportunity management process.
  • Quantify the financial and operational impacts of risks.
  • Ensure mitigation actions are developed and monitored with risk Management team.
  • Promote a proactive risk culture throughout the project organization.
Required Qualifications & Skills
