Job summary

TERA Data Centers seeks a senior Government Affairs leader to shape policy strategy and engage with federal and state authorities. You will steer regulatory engagement, secure permits, and align project planning with evolving government priorities.

Fluency in Bahasa Malaysia and English, 8–12 years in public policy or regulatory roles, and willingness to relocate to Johor Bahru are essential for succeeding in this role.

Qualifications

Key Responsibilities

Policy & Regulatory Strategy

• Monitor and assess policies, regulations and government initiatives affecting the data center industry; advise management on regulatory implications, risks and opportunities; and develop policy positions and regulatory strategies.

Government & Stakeholder Engagement

• Build and maintain strategic relationships with Federal and State Governments, ministries, agencies, regulators and government-linked entities; lead government engagement and facilitate government support for data center projects.
• Support Solutions, Operations and other internal stakeholders in leading authority engagement and permitting activities throughout the project lifecycle; identify required approvals, licences and permits; coordinate submissions; and drive resolution of authority requirements and approval conditions.
• Coordinate with internal teams, consultants and legal advisors on government and regulatory matters.
• Lead government-facing activities relating to investment approvals, PLANMalaysia Johor, DCTF, MIDA, MITI, MOE and MDEC requirements, project facilitation and relevant government incentives.

Compliance & Industry Engagement

• Monitor applicable laws, regulations, guidelines and approval conditions; identify compliance requirements and ensure regulatory obligations are incorporated into project planning and operations.
• Represent the company in government-industry dialogues, consultations and relevant associations; monitor industry developments and government positions on data center development.

Management Reporting

• Provide senior management with timely intelligence and recommendations on government priorities, regulatory developments, permitting risks, stakeholder positions and issues affecting project development and operations.
• Provide regular updates to the Head of Public Policy & Government Affairs Malaysia on government developments, risks, opportunities and stakeholder sentiment.

Job Requirements

Education & Qualifications

• Bachelor's degree in Public Policy, Political Science, Government Affairs, Law, Business, Communications or a related field.

Experience

• 8-12 years of relevant experience in government affairs, public policy, regulatory affairs or infrastructure, preferably within the data center industry.
• Ability to independently lead government engagement strategy, with strong experience engaging Federal and State Governments and local authorities.

Language Requirements

• Fluent in Bahasa Malaysia and English.

Other Requirements

• Willing to relocate to Johor Bahru.
• Required to travel more than 50% of the time.
