Job description

SUMMARY:

The Global Monitoring, Evaluation, Accountability and Learning Officer is part of the Global MEAL team and contributes to ECHO’s development and roll-out of a Global MEAL system to foster the growth of a learning organization. The role helps ensure timely, accurate and useful program information is collected, analyzed and communicated through ECHO’s reporting processes, with reports reviewed and approved by the appropriate directors and executives. The role will contribute to the collection of quantitative data and qualitative stories to track progress on ECHO’s Strategic Framework Logframe indicators. This role requires a curious, proactive self-starter who gets excited about supporting our organization to move beyond a compliance attitude towards reporting on what happened, to always asking more questions on why and how change did or did not happen and what that means for strategic decision-making. This is a support role with room for initiative and independent work under the direction of the Global MEAL Lead; it does not carry decision-making authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Growing a Learning Organization:

  • Assist the Global MEAL Lead in improving ECHO’s global MEAL practices
  • Support teams at Regional Impact Centers to implement their learning agendas by contributing to their MEAL planning, tool development and activity planning
  • Document emerging results, lessons and stories of change for reporting and learning
  • Proactively participate in the Impact Learning Circles and engage in outcome harvesting and mapping exercises on a continuous basis
  • Facilitate regular reflection on monitoring and evaluation findings with program and regional teams

Regular Monitoring and Reporting:

  • Support MEAL officers and reporting officers based at Regional Impact Centers with monthly reporting
  • Assist in managing the ECHO Kobo Toolbox account, including projects, tools and membership
  • Review submissions for completeness, consistency and data quality
  • Consolidate regional data, analyze progress against indicators, targets and annual plans and produce regular data summaries
  • Format and design reports with a clear layout and visual presentation that make data and stories of change easy to read and use

Support Tracking of Progress Towards Strategic Framework Logframe:

  • Contribute to the development of both qualitative and quantitative tools
  • Train and assist teams in data collection towards Strategic Framework Logframe indicators, including occasional in-person trainings on site
  • Contribute to dashboarding and visualization of data
QUALIFICATIONS:
Core Skills and Competencies:
  • Technical MEAL Knowledge: Basic quantitative and qualitative monitoring, reporting, data analysis, and evaluation abilities
  • Relational Project Management: Strong emphasis on prioritizing building relationships above completing tasks with strong organizational and time-management skills, with the ability to flexibly manage multiple tasks independently
  • Communication Skills: Ability to communicate effectively with diverse stakeholders and collaborate in a cross-cultural, team-oriented environment, making complex ideas simple and attainable. Strong verbal and written communication skills in English, other languages such as Thai, French, Spanish or Kiswahili are an added advantage
  • Data Protection and Safeguarding: Experience with data protection and safeguarding, and a commitment to upholding the dignity of communities and community members in how data, stories, and images are collected, stored, and shared
  • Learning attitude: A proactive self-starter with a demonstrated commitment to long-term personal growth and professional development, and to building advanced MEAL capacity and skills through this role as a step toward broader professional aspirations
Preferred Qualifications:
  • Technical proficiency: Experience with Microsoft Sharepoint, experience with Kobo Toolbox as a data collection tool and PowerBI as a data visualization tool
  • Report design: Demonstrated skill in the formatting, layout, and design of reports, so that data and stories of change are clear, accurate, and engaging for varied audiences
  • Contextual knowledge: Experience with approaches to community-led MEAL approaches and holistic flourishing frameworks, such as the Light Wheel. Experience in the fields of food security, nutrition, agriculture, adult learning, or training is preferred
Additional Requirements:
  • Must adhere to the ECHO Statement of Faith and possess character traits consistent with ECHO’s Core Values
REQUIRED EDUCATION AND EXPERIENCE:
  • Education: A bachelor’s degree in a related field (e.g., social sciences or information systems) is required
  • Experience: A minimum of 1 year of experience in MEAL practices in an NGO or foundation organizational setting
